Advancing Legislative Priorities
In 2024–2025, APA New Jersey has prioritized two critical policy areas: the adoption of the State Development and Redevelopment Plan (“State Plan”) and the implementation of the fourth round of affordable housing obligations. These efforts align closely with APA’s national focus on increasing housing production and promoting equitable development.
In partnership with the Office of Planning Advocacy, APA New Jersey was awarded the state contract to lead community stakeholder engagement and develop the draft preliminary State Plan, which is currently undergoing cross-acceptance.
The Chapter’s Housing Committee played a pivotal role in shaping legislation, successfully advocating for amendments to Bill A4/S50. These amendments emphasize the importance of aligning housing policy with the State Plan to ensure thoughtful, place-based development. The committee continues to support planners statewide by hosting webinars on key topics such as municipal allocations and vacant land adjustments.

Policy Guides
Policy Guides represent APA’s official position on critical planning issues and arm planners with the tools to advocate for policies that create great communities for all. The New Jersey Chapter actively participates in reviews and suggestions, which are then codified at a Chapter Delegates Assembly. Guides serve as a foundation for advocacy at the local, state, and federal levels. To date, APA has adopted more than 25 policy guides on a wide range of issues, including new guides on Hazard Mitigation, Planning for Equity, Housing, and Surface Transportation.
