Description

Under the direction of the Section Chief, the Supervising Planner Transportation leads a multidisciplinary team of planners
and engineers within the Bureau of Statewide Strategies. This position is responsible for supervising and coordinating
technical planning work related to long-range, performance-based transportation planning, including the development
and implementation of statewide plans, programs, and policies. This role involves managing the schedule, scope, budget,
and quality of planning initiatives such as the Long-Range Statewide Transportation Plan and the State Highway Access
Management Code. The position also oversees consultant contracts and ensures alignment with project goals and federal
and state requirements.

This position plays a key role in advancing statewide plans, policies, and initiatives that support asset management,
transportation performance management, smart growth, access management, mobility and accessibility planning, air quality compliance, freight planning, and active transportation. The Supervising Planner, Transportation collaborates extensively with internal NJDOT units, our federal and MPO partners, local governments, and external stakeholders to ensure that planning efforts are integrated, data-driven, and aligned with New Jersey’s transportation, environmental, and economic development goals. The position requires the ability to interpret and apply complex state and federal regulations, communicate technical information effectively, and present planning concepts using clear, engaging visuals. Additional responsibilities may include leading special projects and supporting the Bureau’s evolving strategic priorities in a dynamic planning environment.

Preferred Skills

Organizational Awareness: Knowledge of organizational rules, regulations, policies, and procedures, understanding of
multiple transportation assets/modes/systems; knowledge of the internal working arrangements of departmental operation; contributes to the organization by understanding and aligning actions with the organization’s strategic plan; including the mission; vision; goals; core functions; and values.

Program Management: Knowledge of principles of program management; ability to assimilate and evaluate technical and
procedural input from various sources; develop alternative courses of action and make recommendations relating to NJDOT; familiarity with the assigned responsibilities of the office; related to department goals; objectives; policies and standards; and initiate measures to remedy deficiencies when appropriate; ability to manage and provide leadership support to ensure the continued development and improvement of workflow within NJDOT.

Supervisory: Experience in planning, assigning, and monitoring the daily activities of lower – level professional and
technical staff; assessing their performance; providing opportunities for improvement and continued success;
managing and resolving disciplinary matters.

Communication: Ability to communicate well in writing and orally; ability to give feedback and be receptive feedback
received; ability to keep others in the Division and other functional units informed as appropriate.

Computer Skills: Familiarity with word processing, spreadsheets, databases, PowerPoint, data entry, report generating, and
using PC computers and presentation software and hardware (projectors, microphones) in general. Learn and utilize
computerized systems (FMIS, Business Objects, SimpliGov, FileNet, etc.), to compile input data, analyze output data,
prepare and analyze reports

Customer Focus: Considers, prioritizes, and takes quick action on the needs of both internal and external.

Requirements
NOTE: Applicants must meet one of the following or a combination of both experience and education.
Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Eight (8) years of professional experience in a planning discipline, one (1) year of which shall have involved transportation
planning and one (1) year of which shall have included supervisory responsibilities; including or supplemented by
twenty – one (21) semester hour credits in professional planning subjects such as the principles of land use planning,
history of city planning, planning project design, and planning law and administration.
OR
Possession of a bachelor’s degree from an accredited college or university including or supplemented by twenty – one
(21) semester hour credits in professional planning subjects such as the principles of land use planning, history of city
planning, planning project design, and planning law and administration; and four (4) years of the above – mentioned
professional experience, one (1) year of which shall have involved transportation planning and one (1) year of which
shall have included supervisory responsibilities.
OR
Possession of a master’s degree in planning from an accredited college or university; and three (3) years of the
above – mentioned professional experience, one (1) year of which shall have involved transportation planning and
one (1) year of which shall have included supervisory responsibilities.
NOTE: “Professional experience” refers to work that is creative, analytical, evaluative, and interpretive; requires a
range and depth of specialized knowledge of the profession’s principles, concepts, theories, and practices; and
is performed with the authority to act according to one’s own judgment and make accurate and informed decisions.

License
A license as a Professional Planner, issued by the New Jersey State Board of Professional Planner is required.
Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle,
rather than employee mobility, is necessary to perform the essential duties of the position.

Open to the Following
Employees must be serving in a permanent capacity for an aggregate of at least one (1) year in any competitive
title immediately preceding the posting date and meet the requirements stated above to be eligible for appointment.

For voluntary reassignment eligibility, employees must be serving permanently in the title of
Supervising Planner Transportation proceeding the posting date.

Any appointments made from postings which involve movement between divisions, may result in a forfeiture of
rights to any promotional list in the former unit.

Residency
All persons newly hired on or after September 1, 2011 have one year form the date of employment to
establish, and then maintain principle residence in the State of New Jersey subject to the provisions of N.J.S.A.
(L.2011, Chapter 70), also known as the ‘New Jersey First Act’.
