The Middlesex County Office of Planning seeks a Senior Planner who will be responsible for the development, analysis and coordination of various environmental, sustainability and resiliency-based programming, projects and planning initiatives. A primary focus area of the Senior Planner will be resiliency planning, stormwater management planning and flood mitigation projects. Reporting to the Supervising Planner of the Sustainability and Resiliency group, the Senior Planner will conduct reviews of Sewer Service Area Amendment Applications, Wastewater Management Plan, Water Quality Management Plan activities and other related applications for compliance with County procedures and other applicable state and/or municipal regulations. The Senior Planner will conduct reviews of stormwater management plans and ordinances for compliance with regulations and will issue approval recommendations. The Senior Planner will also assist in the preparation, coordination and management of various planning projects related to stormwater management, flood mitigation and resiliency projects, as well as watershed management and water quality protection planning. Additionally, the Senior Planner will support the development of other planning initiatives relative to advancing the County’s sustainability and resiliency efforts. The Senior Planner will give attention to furthering initiatives that assist in adapting to and responding to changing climate conditions. The Senior Planner may also assist other groups within the Office of Planning, including Land Management, Regional Planning and Local Assistance, Transportation Planning, and Spatial Data Services.

EXAMPLES OF WORK:
Conducts work related to local and regional stormwater management, and oversees project management of flood mitigation and resiliency projects.
Conducts County Water Quality Management Plan activities, Wastewater Management Planning activities and related Site-Specific Sewer Service Area Amendment Applications.
Conducts reviews and oversees lifecycle of amendment/revision applications to the County Water Quality Management Plan and Future Sewer Service Area, including coordination between various agencies and stakeholders.
Prepares reports for and presents findings at Lower Raritan-Middlesex County Water Resources Association meetings, County Planning Board meetings and Board of County Commissioner Public Hearings as assigned.
Reviews and advises on local, state, and federal rules and regulations for incorporation into County projects, with an emphasis on stormwater and flood rules.
Provides technical support to the analysis and development of various environmental, resiliency and sustainability-based planning projects and coordinates with various County plans, programs and appropriate partner agencies to advance the County’s sustainability and resiliency initiatives.
Analyzes and provides recommendations on flood mapping, modeling and data for incorporation into projects.
Assists in the development of flood risk and resilience solutions.
Provides support to various watershed management and water quality protection planning initiatives and projects.
Assists in planning initiatives and projects related to the County’s Community Rating System/Municipal Separate Storm Sewer System (CRS/MS4) Assist User Group and related activities.
Analyzes environmental impact statements.
Assist in the development of Middlesex County’s strategic plan, Destination 2040, and related planning efforts.
Assists in preparation of grant applications.
May assist in farmland preservation and open space planning initiatives and related projects as assigned.
Organizes and conducts public meetings and community outreach activities and events as assigned.
Coordinates necessary Geographic Information Systems (GIS) and data needs with Data and Spatial Services planning group.
May assist other groups within the Office of Planning, including Land Management, Transportation and Mobility, Regional Planning and Local Assistance, Data and Spatial Services, as well as other Offices within the Department of Transportation.
Maintains records, files, maps, plans, and charts.
Other duties and responsibilities as assigned.
Qualifications

KNOWLEDGE AND ABILITIES:
Knowledge of environmental, sustainability and resiliency planning best practices.
Knowledge of planning practices for adapting to and responding to changing climate conditions.
Knowledge of flood hazards and risk reduction, flood mapping, modeling and resilience solutions.
Knowledge of local, state, and federal rules and regulations concerning sustainability and resiliency.
Knowledge of planning processes and comprehensive land use planning statutes.
Knowledge of best practices to improve the reliability and efficiency of existing water and sewer infrastructure and septic system management.
Knowledge of the planning principles and methods used to collect and analyze data and to conduct studies.
Knowledge of the methods used to prepare maps, charts and other graphic presentations, specifically Geographic Information Systems (GIS).
Knowledge of project management principles.
Strong report writing and editing skills.
Excellent oral and written communication skills.
Excellent organizational skills and detail-oriented.
Ability to project manage and coordinate efforts among various partners.
Ability to work on many projects at one time and to self-manage.
Ability to maintain records and files.

EDUCATION:
Possession of a Bachelor’s degree from an accredited college or university including or supplemented by twenty-one (21) semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, planning law and administration.

EXPERIENCE:
Two (2) years of experience in environmental planning, stormwater management or climate resiliency.
NOTE: Possession of a current and valid license as a Professional Planner in New Jersey issued by the State Board of Professional Planners may be substituted for the educational requirement.
NOTE: Possession of a current and valid credential as a Certified Planner issued by the American Institute of Certified Planners (AICP) may be substituted for the educational requirement.
NOTE: Possession of a Master’s degree in Planning from an accredited college or university may be substituted for one (1) year of the required experience

LICENSE:
Appointees will be required to possess a driver’s license valid in New Jersey.

Middlesex County resident preferred. A license as a Professional Planner, issued by the New Jersey State Board of Professional Planners, is preferred. AICP certification is preferred. Master’s degree in Planning preferred.
