The New Jersey Department of Transportation (NJDOT) is accepting applications for the position of Director,
Division of Statewide Planning. Under the direction of the Assistant Commissioner of Statewide Planning,
Safety and Capital Investment, the Director is responsible for overseeing and managing the efforts of the
division which is comprised of The Bureau of Statewide Strategies, and The Bureau of Research, Innovation
and Information Transfer.
The Bureau of Statewide Strategies spearheads various strategically important initiatives for the Department
including the State Long Range Transportation Plan, the Transportation Asset Management Plan, the Statewide
Freight Plan, and Bicycle and Pedestrian planning. The Bureau also focuses on mobility planning, livable
community initiatives, air quality analysis, and the Transit Village Program. Additionally, the Bureau manages
the State Planning and Research Program.
The Bureau of Research, Innovation and Information Transfer oversee NJDOT’s Research and Oversight
Committee through the facilitation of research and implementation of activities for NJDOT, New Jersey
Transit, and others. Additionally, the Bureau coordinates with the Transportation Research Board, American
Association of State Highway and Transportation Officials, National Corporation of Highway Research Program,
and national surveys by involvement in committees, events, and activities. The Bureau administers the
Department’s technology and knowledge transfer programs and the Local Technical Assistance Program.
POSITION DESCRIPTION
The Director position will report directly to the Assistant Commissioner of Statewide Planning, Safety, and
Capital Investment.
Responsibilities will include:
- Provide leadership and focus to ensure successful completion of the department’s planning activities and
required planning documents. - Lead Bureau managers to establish, monitor, and adapt business unit strategic goals and objectives that
achieve the mission of department and the goals and objectives of the Commissioner and the Administration. - Identify issues and propose resolutions related to policy, program delivery, technology, and human resource
concerns. - Support the technical and professional development of all staff. Support department recruitment,
retention, and internal capacity building activities. - Develop and maintain internal and external partnerships as necessary to deliver the mission of the
Department and Division. - Oversee the development and implementation of various planning and programming documents falling
under the purview of the Division. - Remain current on transportation industry legislation, trends, innovations, and news. In response, develop
and recommend actions that proactively place the department in the best possible position to achieve policy goals, minimize risks, and capitalize on opportunities. - Speak on behalf of the Assistant Commissioner and/or Department at functions. Respond to external
inquiries, prepare correspondence, hold teleconferences, and attend/lead meetings as directed as necessary.

Supervisory: Experience in planning, assigning, and monitoring the daily activities of lower – level professional
and technical staff; assessing their performance; providing opportunities for improvement and continued
success; managing and resolving disciplinary matters.
Communication: Ability to communicate well in writing and orally; ability to give feedback and be receptive to
feedback received; ability to keep others in the Division and other functional units informed as appropriate.
Organization: Ability to use resources efficiently and effectively; manage time, energy and workspace well;
ability to accomplish all assigned tasks successfully, maintain an orderly workspace; meet deadlines and
communicate well with the team.
Contract Oversight & Grants Management: Familiarity with contract oversight, funds/grants management,
funding sources, cost principles, project management, and federal regulatory compliance.
Policy& Procedures: Develop procedures and policy transmittals; promote standardization, administrative
and cost efficiency, accountability, and integrity in the contracting and/or grant process; analyze new
legislation and regulations regarding contract/grant operations of the agency.
Decision Making: Makes critical and timely decisions; take charge; supports appropriate risk; risk analysis;
makes challenging and appropriate decisions.
Changes & Problem Resolution: Interprets and resolves disputes; investigate disputes and appeals;
change orders; review, audit and resolve discrepancies in consultant and contractor invoices;
monitor vendors and other contractors for compliance with contract requirements.
REQUIREMENTS
Education:
- A Bachelor’s degree from an accredited college or university is required.
- An advanced degree in planning, management, administration, or other relevant field is preferred.
- Holding AICP Certification with the American Institute of Certified Planners and being a New Jersey
licensed Professional Planner (PP) is preferred.
Experience:
Ten (10) years of supervisory/managerial experience and a variety of management experiences and
organizational responsibilities supervising large multidisciplinary groups, projects, or planning initiatives, multiple teams, and complex funding programs. The ideal candidate will have experience in managing federal and state funding
programs, be skilled in the discharge of challenging daily activities and be adaptable at managing financial and human
resources.
