Policy Briefing: Regulatory Reform

New Jersey, with its 566 municipalities and multiple layers of government has a complex regulatory system.  Developers find navigating this process time consuming and costly.  Local officials on the other hand want to have a level of assurance that the project they are approving will meet their needs and specifications.  This Policy Briefing is two-fold and will explore both multiple layers of government regulations and MLUL requirements for preliminary approval process.  Experts in the field will consider the merits of existing regulations and whether or not there are viable alternatives.
 
The first of two panels will discuss overlapping regulatory oversight.  Do these multiple layers result in better outcomes or is there a way to consolidate similar requirements, while insuring that important environmental resources are protected?  
 
Dave Fisher will kick off part two of the morning with an overview of proposed amendments to the MLUL to revise the preliminary permitting process.  A panel representing different perspectives will respond to the proposed legislation.
