Reporting to Supervising Planner (Transportation and Mobility) within the Office of Planning, the Senior Planner conducts technical planning work as a part of Middlesex County’s transportation planning program and does other related duties as required. The Senior Planner Transportation will be a technically proficient, detail-oriented, creative and thoughtful, big thinker who supports the best practices for the planning and implementation of transportation infrastructure and policy across all travel modes to address the safe, equitable, and efficient movement of people and goods. The ideal candidate will be familiar with the County’s Vision Zero Action Plan and implementation strategies, Complete Streets practices, the Safe Systems Approach and have project management experience.

Comprising twenty-five urban, suburban, and rural municipalities, Middlesex County is New Jersey’s second most populous county and is strategically located midway between New York and Philadelphia. The Middlesex County Office of Planning is a busy, fast-paced office engaged in implementing the County’s strategic plan, Destination 2040, that guides the County’s policies, plans, programs, and investment decisions in five broad focus areas: Land Use, Development and Housing; Sustainability and Community Resilience; Healthy, Safe and Inclusive Communities; Economic Development and Workforce Competitiveness; and Transportation and Mobility.

EXAMPLES OF WORK:

  • Applies planning theory and techniques to analyze transportation operations and facilities and supports the implementation of the Vision Zero Action Plan.
  • Analyzes data relating to the movement of people and goods, and develops findings based on these analyses involving the application of general planning principles.
  • Prepares plans for developing and maintaining an efficient, integrated, and balanced comprehensive master plan for private and public transportation, including rail, rapid transit, bus, automobile, walking, biking and micro-mobility travel modes.
  • Correlates local transportation plans and programs with those of other public transportation agencies.
  • Prepares and presents technical briefings, reports, studies surveys, maps, charts graphs, correspondence and reports.
  • May prepare or assist in the preparation of technical reports to assess the social, economic and land use consequences of transportation projects; recommends mitigation measures to reduce crashes when required.
  • Maintains files of planning records, reports, plans, maps, and related
  • Keeps current with trends and developments in transportation planning.
  • Responds to constituent requests, and coordinates with other County departments for the same in a timely manner.

KNOWLEDGE AND ABILITIES:

  • Knowledge of the principles and methods of transportation systems
  • Knowledge of the varied transportation problems associated with the growth of urban centers, movement of goods and people, and other contemporary conditions affecting transportation throughout the region.
  • Knowledge of public transit, complete streets, vision zero, green streets, and bicycle and pedestrian planning.
  • Knowledge of current trends in microtransit, micromobility, and autonomous vehicles.
  • Knowledge of the conditions affecting transportation systems.
  • Knowledge of the methods used to conduct studies and surveys.
  • Knowledge of the methods used to collect and analyze data.
  • Ability to develop and prepare transportation plans.
  • Ability to keep current with trends and developments in transportation planning activities.
  • Ability to interpret and apply basic laws and regulations regarding transportation plans.
  • Ability to prepare and maintain accurate maps, charts, graphics, and plans.
  • Ability to provide technical assistance on transportation planning matters.
  • Ability to assess the social, economic, and land-use consequences of transportation projects.
  • Ability to multi-task and oversee competing priorities and multiple projects at once
  • Strong writing and editing skills
  • Strong organizational skills
  • Experience with commonly used technology such as GIS (ArcPro), Microsoft Office and Adobe Suite
