2024 Oustanding Implementation Award

The City of Orange has undergone a significant transformation spurred by redevelopment initiatives championed by Mayor Dwayne Warren. Central to this revitalization is the Orange Crossings project, located within the Reock Street Redevelopment Area and strategically connected to the Main Street and Central Orange Redevelopment Areas (CORA). These integrated redevelopment zones, prepared by the Nishuane Group, aim to expand housing, stimulate economic activity along Main Street, and capitalize on proximity to the Orange and Brick Church train station.

Previously stalled, the Reock Street area saw renewed interest following the 2017 Opportunity Zone legislation, positioning it as a prime redevelopment site. The City partnered with PEEK Properties to initiate Phase I of Orange Crossings—a 50-unit multifamily building that set the foundation for continued growth in Phases II and III. The project’s amendments to the Reock Street Redevelopment Plan introduced equitable housing, Smart Growth principles, and Transit-Oriented Development to enhance the area’s connectivity and livability.

Phase I (APEX), completed in September 2022, reached full occupancy, while Phase II (SUMMIT) was completed in 2024, with Phase III (PINNACLE) slated for early 2025. The Orange Crossings initiative has transformed the Reock Street area from a former industrial site into a vibrant, walkable community, providing essential housing and fostering economic growth along Main Street.

A collaboration between local government, planning groups, architects, and legal partners, the development emphasizes open spaces, pedestrian-friendly streets, and community parks, creating an inviting atmosphere. Through its commitment to modern housing, economic enhancement, and community-oriented spaces, Orange Crossings exemplifies a successful urban revitalization project, making a lasting impact on the City of Orange.
