SUMMARY:Linking Airports to Transportation Planning (CM | 1.5)
DESCRIPTION:According to the FAA\, 98% of the population of the U.S. lives within 20 miles of a NPIAS airport. But despite this geographic distribution of air service\, air travel is rarely a standalone travel event and access to air transportation varies dramatically nationwide. Most air travelers rely on private automobiles as their primary mode of ground access to airports nationwide\, and only 35% of commercial service airports are served by public transportation. Only 27 of our nation’s busy airports are served rail service. \nThe proposed webinar will explore the connection between aviation and other travel modes\, and the challenges that airports and their communities face when integrating airports into regional transportation systems and nearby communities. We will provide background that transportation planners need to know when embarking on transportation planning or site development projects that involve direct or indirect connections with airports or federally obligated airport property. Specific topics to be covered during the seminar include: \n• Types of NPIAS Airports (Primary\, non-primary commercial service\, reliever airports\, and GA Airports) \n• Important services provided by airports to nearby communities\, and the role of surface transportation in supporting those services \n• Key considerations when planning transportation facilities near airports (landside and airside considerations). \nThe webinar will describe the physical constraints associated with development near airports\, such as the placement of roads and interchanges\, or other surface transportation in landside areas\, airspace considerations\, and security considerations associated with transportation/modal connections. We will also touch upon funding incentives (and disincentives) for bringing modal service to airports. We will discuss airports and travel trends\, and provide a brief intermodal forecast to identify the type of airports that are most likely to eligible for transit development. \nClick here to register.

SUMMARY:Diverse\, or Not Diverse? That Is the Question...for the Planning Profession (CM | 1.5)
DESCRIPTION:In 2001\, Leonardo Vazquez\, Founder and Director of The National Consortium for Creative Placemaking\, authored and researched the report “Lagging Behind: Ethnic Diversity in the Planning Profession in the APA New York Metro Chapter Area – Findings and Recommendations” to better understand issues related to ethnic diversity and to gather suggestions for increasing diversity in the planning profession. Supplemented with insight and editing from Mitchell Silver\, APA President\, the report found that the planning profession is diversifying but at a much slower rate than the general population. This webinar will take a look back at this study and discuss to what extent the planning profession truly reflects the ethnic makeup of the communities that we serve. \nOne of the strategies for repairing this disparity is to actively expose and engage underrepresented populations in planning through various outreach techniques. Charles Brown\, Senior Researcher at the Voorhees Transportation Center will lead a discussion on the need to write more people of color into the world of cycling and providing underserved communities with active transportation choices. Karyn Williams\, co-founder of Velo City\, and Tiffany Robinson\, Chair of the APA-NJ’s Ethnic & Cultural Diversity Committee\, will discuss their experiences in teaching minority youth in underserved communities about the community planning process and empowering them with the skills needed to discuss urban issues. \nClick here to register.

DESCRIPTION:Many ethical questions for planners frequently involve private practice: • As a planning consultant\, am I supposed to buy drinks for public sector planners who are clients and/or potential clients at a conference reception as part of marketing? • The retired city planning director accepts a job as a consultant with a private planning firm. His first project is to respond an RFP from his former employer. Is this a conflict? • A planning consulting firm frequently submits proposals using subconsultants who are specifically qualified for the work. When they get the contract\, they assign less qualified employees to the project. What are the ethical implications of this practice? This moderated panel discussion will examine situations common to private consultants (in contexts that also often include public sector planners) from a variety of perspectives\, taking into consideration several variables. Audience members will also be invited to submit their ethical questions electronically for the panel to discuss. SUMMARY:Reaching the Ones Who Don’t Show Up (CM | 1.5)
DESCRIPTION:We all know that our usual public meetings aren’t attracting large portions of our populations\, and that many of the people we most want to hear from are more likely to use email and web sites than to show up for a council meeting. But with all the websites and whiz-bang online tools out there\, what should we be doing? We will explore several different online public participation techniques\, from surveying to idea prioritizing and ongoing project management. We will give a real-time demonstration of how several methods and online tools work\, and we will spend a little time with the developer of one of these tools to discuss the challenges and protections needed to foster effective online participation. The speakers will begin with an overview of the issues that often hinder public participation among certain segments of the population\, particularly younger and college-educated adults. We will examine typical internet usage among this population\, and draw correlations between the online tools that this segment of the population frequently uses and the potential for transferring these practices to meaningful online engagement in public participation. Beginning from that touch-point\, we will review several available tools for addressing specific public participation objectives in an online format. It is expected that new tools may become available between this writing and the session presentation; at this time the tools to be reviewed include: Public comment platforms\, including MindMixer\, Engaging Plans\, PlaceSpeak and others\, Photo-sharing sites such as Flickr\, Curated content methods\, such as Paper.ly\, and Ongoing program engagement tools\, such as Revitaliz. DESCRIPTION:The Green Building and Environmental Sustainability Element (GBESE) is an adopted element of the Municipal Master Plan. In August 2008\, the NJ Municipal Land Use Law was amended to include the GBESE in the list of permitted Master Plan Elements. It describes the Element as the following: “A green buildings and environmental sustainability plan element\, which shall provide for\, encourage\, and promote the efficient use of natural resources and the installation and usage of renewable energy systems; consider the impact of buildings on the local\, regional and global environment; allow ecosystems to function naturally; conserve and reuse water; treat storm water on-site; and optimize climatic conditions through site orientation and design.” This webinar will address the creation and adoption of a GBESE which\, like all Master Plan Elements\, is intended to guide land-use decisions and provides the basis for ordinances addressing sustainability and land use issues. Representatives from the planning community\, including the acclaimed Sustainable JerseyTM certification program\, will discuss the program’s GBESE tool for certification\, how to introduce sustainability concepts into local planning documents\, and will highlight some examples from high performing sustainability plans. The APA-NJ’s Sustainability Committee will discuss another approach to developing sustainable master plan language by infusing sustainability concepts throughout each of the Master Plan’s traditional plan elements. SUMMARY:Highway Bus Rapid Transit (CM |1.5)
DESCRIPTION:Bus Rapid Transit – or BRT – is bus service that includes enhanced travel ways\, stations and equipment. BRT offers passengers faster\, more reliable service than traditional bus service. It does so by providing more frequent service and reducing traffic delays by giving BRT vehicles priority over general traffic. This type of service can be implemented faster less expensively than rail transit while still offering many of the same attributes and benefits as rail transit. Because the public is relatively unfamiliar with BRT\, public education and marketing are very important to the success of this type of service. Early and frequent communication with transit users\, supporters and funders can help transit providers overcome stereotypes and misperceptions regarding bus usage\, speed and reliability that can hinder BRT or freeway BOS implementation. Freeway bus-on-shoulder is simply a technique to achieve transit priority on freeways. Just as bus rapid transit often includes running-way priority via dedicated lanes and signal priority\, bus-on-shoulder achieves priority by allowing bus operations on highway shoulders. Transit vehicles are allowed to travel on the shoulder when speeds decrease to a certain threshold on the mainline (typically 35 mph). Buses can then travel faster than the mainline traffic\, improving service reliability and making buses more competitive with personal automobiles. This increases ridership and builds and strengthens positive perceptions of bus transit and its provider. \nClick here to register.

DESCRIPTION:The success of several town center developments during the late 1990’s/early 2000’s dispelled conventional wisdom regarding the superiority of enclosed suburban shopping malls\, demonstrating in economically measurable ways a preference by many toward open-air\, mixed-use\, pedestrian-oriented places with attractive public space. What followed was a frenzy of town center and lifestyle center development—including well-conceived projects and poorly-conceived ones—that thrived\, met expectations\, or failed. Dismissed by some as artificial urban replicas\, successful town centers nevertheless serve as value-adding catalysts for other land uses\, such as office and hotel\, and provide a model for a better-integration of uses than is found at conventional shopping centers and office parks. While typically found at suburban interchange locations\, town centers offer valuable lessons for existing retail districts; further\, town centers have\, in some instances\, been successfully integrated into urban environments. This session highlights many of the conditions (with emphasis on market analysis and urban design) that lead to viable town centers\, primarily through case study of town centers across the country. Case studies of public/private partnerships will also be provided. The success of the town center strategy\, which focuses on the creation of great places to create value premiums\, has broad implications for planning\, since it has provided market validation of a number of planning and urban design principles. That these successes have occurred\, often in the absence of regional policies that support placemaking\, could point to a broader cultural shift and future support for place-friendly policies. \nClick here to register.

The purpose of this session is to present how many communities are rethinking their long-term development policies that may once have embraced low-density\, suburban development to incorporate more new urbanism principles such as a focus on infill development over greenfield development; a desire to create walkable neighborhoods with access to local businesses; and an understanding that high-density development is not the “plague” on society that some of the public may once have believed. This change in policy direction is often the direct result of a comprehensive planning effort that strives to engage the public in a transparent\, open dialogue with a strong educational component on the benefits of new urbanism. This webcast will look at how a number of communities have succeeded in shifting their development policies to embrace new urbanism through the comprehensive planning process. The intent of this session is to outline how the comprehensive planning process is an ideal setting to introduce\, educate\, or reevaluate the incorporation of new urbanism principles in the future development and redevelopment of a community. DESCRIPTION:The graying of America and the global economic crisis are powerful forces that have converged this year\, critically impacting the ability of communities to address the emerging hardship needs of older Americans. A 2010 nationwide survey of communities by the National Association of Area Agencies – the first survey conducted in 2005 – reveals only limited progress in advancing the goal to create a “livable community” for all ages – many are struggling just to maintain status quo. One of the few exceptions is Philadelphia which has the highest proportion of older persons (age 60+) of any ten largest cities in the nation. Philadelphia Corporation for Aging(PCA) has developed an agenda based on EPA’s Aging Initiative model which integrates active aging and smart growth. Age-Friendly Philadelphia is a research\, planning\, and policy agenda to improve the overall quality of life for the City’s seniors. An award-winning program\, the premise is that all ages will benefit from improvements to the physical and social environment that promote an age-friendly city. PCA is the catalyst for generating non-traditional partnerships around the common purpose of four principles for active aging: healthy eating\, social capital\, mobility\, and flexible and accessible housing. This innovative approach to an age-friendly city with building strong alliances as a centerpiece is an inspiring model for other communities. \nClick here to register.
