SUMMARY:Functional Classification: So Important That No One Wants to Talk About It (CM | 1.5)
DESCRIPTION:Functional classification is a transportation topic that is often left for engineers to sort out\, but it has a huge impact on urban planning. Anyone involved in urban planning – including community stakeholders – should be part of the dialogue surrounding the function of public streets. Functional classification is a way that transportation professionals group streets according to the type of traffic they serve and the degree of access expected to adjacent land uses. Few transportation issues are as important as functional classification\, and yet it is one of the least understood or debated. Despite the Federal Highway Administration’s advocacy of flexible design standards\, typical practice in the United States has been very rigid\, leading to unintended negative consequences. For new urbanism\, that means streets that require almost highway speeds and lane widths—physical impacts that are contrary to the overall purpose of new urban planning. For example\, in some areas an Urban Principal Arterial might require a minimum 45 MPH design speed and minimum 12-foot wide lanes\, even if the surrounding land uses need more appropriate (i.e. livable\, sustainable) solutions. SUMMARY:The State of Takings After Koontz (CM Law | 1.5)
DESCRIPTION:Last month\, the US Supreme Court handed down its decision in Koontz v. St. Johns River Water Management District. In this complex 5-4 decision\, the court ruled that monetary conditions attached to land use permits are now subject to the heightened scrutiny tests of nexus and rough proportionality found in Nollan and Dolan – and that these tests also apply to permit denials\, as was the case here. What does this important decision mean to planners? Depending on your point of view\, this ruling could be seen to “threaten the heartland of local land use regulation” (Justice Kagan’s dissent) or it could be viewed as a minor shift in law and practice. Because of the complexity and ambiguity of the court’s ruling\, it’s not perfectly clear. SUMMARY:Getting Back to Business: Addressing the Needs of Rockaway Businesses Impacted by Superstorm Sandy (1.5 CM | Pending)
DESCRIPTION:On Monday\, October 29\, 2012\, Superstorm Sandy struck New York City\, the most populous region in the United States. Sandy was the biggest Atlantic storm in history\, devastating homes and businesses across the Northeast\, and causing over $19 billion in damages in New York City alone. In response to this disaster\, the New York Metro Chapter of the APA undertook a six month effort to assess how Superstorm Sandy impacted businesses in Rockaway\, Queens\, a community uniquely situated on a narrow peninsula and one of the hardest-hit areas of New York City. A team of over 60 planners volunteered their services to assess needs\, identify resources\, and make recommendations for short- and long-term planning strategies that will help businesses recover and plan for the future. The APA team partnered with the Rockaway Development & Revitalization Corporation (RDRC)\, a community development corporation that provides business support in the Rockaways and has promoted economic development throughout the peninsula for over 30 years. When Sandy struck and displaced or damaged nearly 1\,000 businesses\, RDRC sprang into action. RDRC proved to be an invaluable partner and assisted the APA team visited approximately 300 businesses and conducted over 100 business interviews in 3 commercial corridors. The Chapter recently released a report documenting this process and lessons learned along the way in hopes that New York City’s experience can help other communities impacted by storms and other natural disasters. DESCRIPTION:New York is known the world over as a city of walkers and straphangers\, not to mention one of the most popular tourist destinations anywhere with five very distinct boroughs\, clashing street configurations\, and a variety of naming and numbering conventions. Despite huge volumes of residents and visitors walking and using transit\, most existing on-street directional information is aimed at drivers. To fill this gap the New York City Department of Transportation chose an international design consortium known as PentaCityGroup (PCG) in 2011 to develop a standardized\, map-based\, citywide Pedestrian Wayfinding System. PCG is comprised of wayfinding specialists CityID\, industrial designers Billings Jackson Design\, graphic designers Pentagram\, cartographers and map database developers T-Kartor\, and engineers and urban designers the RBA Group. The first phase of the program is rolling out this summer with additional phases and program expansion in the works. This webinar will introduce participants to the basics of wayfinding with a focus on the system design and program development in NYC. DESCRIPTION:Since the beginnings of the public housing program\, public housing authorities (PHAs) in the U.S. have transformed from entirely public endeavors-funded by the federal government – to agencies that must respond to market forces and that combine both public and private efforts. As the recession began\, PHAs were just beginning to experience the full effects of this transition. \n Using 13 cases studies of the largest PHAs in the Pacific Northwest Region\, this webinar outline what activities PHAs are undertaking in this devolved\, market-based context\, speculating about the future. PHAs make trade-offs among paths that emphasize agency survival\, producing more housing for the poorest households\, identification as a non-profit housing provider (rather than depending on HUD)\, poverty alleviation\, merging with another public agency\, or closing. DESCRIPTION:Oklahoma City has set a standard for thriving communities by never slowing down its progress. Its reinvention is ongoing and gaining momentum with dozens of new investment projects either forthcoming or already being constructed. Since the creation of MAPS (Metropolitan Area Projects) in 1993\, over $5 billion in private investment has occurred in downtown\, with much more on the horizon. MAPS has made Oklahoma City a place where people want to live\, entrepreneurs want to do business and companies want to grow. \n MAPS 3 is a 10-year program designed to improve the quality of life in Oklahoma City through the construction of eight projects funded by a limited term\, one-cent sales tax initiative that began in April 2010. SUMMARY:Linking Airports to Transportation Planning (CM | 1.5)
DESCRIPTION:According to the FAA\, 98% of the population of the U.S. lives within 20 miles of a NPIAS airport. But despite this geographic distribution of air service\, air travel is rarely a standalone travel event and access to air transportation varies dramatically nationwide. Most air travelers rely on private automobiles as their primary mode of ground access to airports nationwide\, and only 35% of commercial service airports are served by public transportation. Only 27 of our nation’s busy airports are served rail service. \nThe proposed webinar will explore the connection between aviation and other travel modes\, and the challenges that airports and their communities face when integrating airports into regional transportation systems and nearby communities. We will provide background that transportation planners need to know when embarking on transportation planning or site development projects that involve direct or indirect connections with airports or federally obligated airport property. Specific topics to be covered during the seminar include: \n• Types of NPIAS Airports (Primary\, non-primary commercial service\, reliever airports\, and GA Airports) \n• Important services provided by airports to nearby communities\, and the role of surface transportation in supporting those services \n• Key considerations when planning transportation facilities near airports (landside and airside considerations). \nThe webinar will describe the physical constraints associated with development near airports\, such as the placement of roads and interchanges\, or other surface transportation in landside areas\, airspace considerations\, and security considerations associated with transportation/modal connections. We will also touch upon funding incentives (and disincentives) for bringing modal service to airports. SUMMARY:Diverse\, or Not Diverse? That Is the Question...for the Planning Profession (CM | 1.5)
DESCRIPTION:In 2001\, Leonardo Vazquez\, Founder and Director of The National Consortium for Creative Placemaking\, authored and researched the report “Lagging Behind: Ethnic Diversity in the Planning Profession in the APA New York Metro Chapter Area – Findings and Recommendations” to better understand issues related to ethnic diversity and to gather suggestions for increasing diversity in the planning profession. Supplemented with insight and editing from Mitchell Silver\, APA President\, the report found that the planning profession is diversifying but at a much slower rate than the general population. This webinar will take a look back at this study and discuss to what extent the planning profession truly reflects the ethnic makeup of the communities that we serve. \nOne of the strategies for repairing this disparity is to actively expose and engage underrepresented populations in planning through various outreach techniques. Charles Brown\, Senior Researcher at the Voorhees Transportation Center will lead a discussion on the need to write more people of color into the world of cycling and providing underserved communities with active transportation choices. Karyn Williams\, co-founder of Velo City\, and Tiffany Robinson\, Chair of the APA-NJ’s Ethnic & Cultural Diversity Committee\, will discuss their experiences in teaching minority youth in underserved communities about the community planning process and empowering them with the skills needed to discuss urban issues. \nClick here to register.

DESCRIPTION:Many ethical questions for planners frequently involve private practice: • As a planning consultant\, am I supposed to buy drinks for public sector planners who are clients and/or potential clients at a conference reception as part of marketing? • The retired city planning director accepts a job as a consultant with a private planning firm. His first project is to respond an RFP from his former employer. Is this a conflict? • A planning consulting firm frequently submits proposals using subconsultants who are specifically qualified for the work. When they get the contract\, they assign less qualified employees to the project. What are the ethical implications of this practice? This moderated panel discussion will examine situations common to private consultants (in contexts that also often include public sector planners) from a variety of perspectives\, taking into consideration several variables. Audience members will also be invited to submit their ethical questions electronically for the panel to discuss. DESCRIPTION:We all know that our usual public meetings aren’t attracting large portions of our populations\, and that many of the people we most want to hear from are more likely to use email and web sites than to show up for a council meeting. But with all the websites and whiz-bang online tools out there\, what should we be doing? We will explore several different online public participation techniques\, from surveying to idea prioritizing and ongoing project management. We will give a real-time demonstration of how several methods and online tools work\, and we will spend a little time with the developer of one of these tools to discuss the challenges and protections needed to foster effective online participation. The speakers will begin with an overview of the issues that often hinder public participation among certain segments of the population\, particularly younger and college-educated adults. We will examine typical internet usage among this population\, and draw correlations between the online tools that this segment of the population frequently uses and the potential for transferring these practices to meaningful online engagement in public participation. Beginning from that touch-point\, we will review several available tools for addressing specific public participation objectives in an online format. It is expected that new tools may become available between this writing and the session presentation; at this time the tools to be reviewed include: Public comment platforms\, including MindMixer\, Engaging Plans\, PlaceSpeak and others\, Photo-sharing sites such as Flickr\, Curated content methods\, such as Paper.ly\, and Ongoing program engagement tools\, such as Revitaliz.
