DESCRIPTION:The U.S. Census is a critical data tool that provides a resource designed to help community-based\, regional\, and statewide planning efforts. With the 2020 Census deadline on September 30th\, learn what tools you need now to ensure a complete count in your community. This session will explore how planners engaged their communities and what tools they used to increase response rates and participation in Census taking\, particularly during a pandemic. The session will also describe APA’s Census advocacy efforts at the federal level and opportunities for planners to increase advocacy for the Census and American Community Survey. The interactive panel will provide opportunities to learn from APA\, the U.S. Census NY Regional Office\, which covers most of Region 1\, and a local community’s efforts. DESCRIPTION:Register Now \n  \nWith phased reopening underway\, planning and zoning departments across the country are trying to accommodate new methods of operation in a COVID-19 world\, as well as how those changes will carry over once we are out of the pandemic. Many planners are now armed with new tools authorized by executive order. But are these planning tools enough? Are there legal barriers that could impede their success? This program will focus on legal and planning issues which are likely to arise as businesses reopen and the pandemic concludes. Topics to be discussed will include legal issues with executive orders\, virtual hearings (and whatever hybrid form they may soon take)\, relaxation of zoning regulations and local codes\, expedited permitting processes\, and actions that can be taken now to be better prepared for the next pandemic. The program will also address equity considerations related to these issues. Each panelist will offer a different perspective on this topic as a law professor\, mayor\, and land use attorneys representing private developers and municipalities. The discussion and best practices shared are intended to assist planners in other disaster situations.

DESCRIPTION:Register Now \nThe “Great Contraction” has sent New Jersey into economic freefall. In just two months\, total employment in the state has fallen to the same level as 1985\, thirty-five years ago. In addition to deep short-term recession woes\, the shocks of the coronavirus are accelerating the pace of structural change and raising profound questions and uncertainties about the future. \nFor example\, the “office” is central to the economy of New Jersey. Will the magnitude of distress in office markets caused by the pandemic match the distress of bricks and mortar retailing caused by the rise of e-commerce? While the post-pandemic office has yet to be invented\, there will certainly be a rebalancing of office ecologies\, with significant planning implications. \nBuilding dense\, walkable\, transit-dependent\, mixed-use\, LWP (live\, work\, play) environments was a planning and development mantra of the past decade. Low-density\, automobile-centric suburbs were viewed as fading obsolete relics of the twentieth century\, while the “cool quotient” of urban areas soared. Can these pre-pandemic structures endure and adapt to post-pandemic health strictures? Will there be a pandemic-induced “resprawling” of New Jersey? \nThese are just some of the questions that the planning profession must confront. Join James W. Hughes and Joseph J. Seneca\, co-authors of the new Rutgers Regional Report monthly series labeled “Fast Track Research Notes.” Its first issue – Coronavirus Economic Shocks: New Jersey versus The Nation – was released on June 1.
