SUMMARY:Webinar: The Comprehensive Planner: Taking a Systems Perspective
DESCRIPTION:Register\nSteve Whitman and Chris Parker will explore the many problems facing communities of all sizes\, and the underlying issue of ecosystem services. They will explore how thinking holistically and using a systems perspective can provide a new way forward for communities. While planning documents may take a systems perspective\, land use regulations seldom do. This integrated approach provides for the regeneration of lost ecosystem services\, and the resulting projects will help your community become more adaptive and resilient over time. Case study examples will be shared to highlight how to apply this approach\, and to serve as a call to action so more planners become part of this collaborative effort.

SUMMARY:Webinar: The Next Ethics Skit by the Delaware Planning Thespians
DESCRIPTION:Register \nThis is another of a long line of ethics skits presented by the Delaware Chapter. The skit will explore the ethical standards faced by staff level planners and planning directors at the local and state level and for those in private practice. Through facilitated discussion\, a panel of Certified Planners representing the diverse sectors and firms in Delaware will be challenged to determine if actions portrayed violate the Rules of Conduct and the Aspirational Principles of the AICP Code of Ethics\, and discuss which Rules and Principles are in play for each of the characters in the skit. As always\, audience participation is required! \n

SUMMARY:Webcast: Reshoring - The Urgent Need to Bring Manufacturing Back to America
DESCRIPTION:Register \nAmerican companies’ are on a quest to Reshore production. According to a 2014 study\, 54% of US manufacturers over $1billion in revenue are considering Reshoring some or all of their manufacturing. Site evaluation and the correct site selection are critical to the success of these projects. Establishing manufacturing at the right site has an economic multiplier effect on communities. Manufacturing jobs pay well and workers use their wages to buy homes\, cars and other goods in the local community. Everybody wins. Reshoring is a very popular idea among businesses\, their customers and governments where jobs growth will have the most impact. But it’s not that simple. Reshoring requires a carefully crafted journey through innovation\, automation\, localization of products and site/community selection. You will learn about the major components in this decision and what you need to develop a business case to bring manufacturing back to specific communities. We will also learn about some reshoring failures\, where selecting the wrong site had devastating results.

SUMMARY:Webcast: Housing for People with Disabilities: A Civil Rights Lens
DESCRIPTION:Register \nThis presentation will discuss significant changes in housing for people with disabilities over the last several years. Enforcement of the Americans with Disabilities Act and the Supreme Court’s decision in Olmstead v. L.C. – which requires public entities to offer their services to people with disabilities in “the integrated setting” – has led to statewide system reform of housing systems\, moving away from congregate disability-specific housing to expanding access to scattered-site supportive housing. Ms. Barkoff will discuss the requirements of the ADA and Olmstead and describe the housing provisions in recent Olmstead settlement agreements. The changing landscape of disability housing has also been impacted by changes in the disability service system\, including new requirements for settings in which publicly-funded community-based services can be provided. Ms. Barkoff will explain how these changes in the service system may lead to change in housing systems. Finally\, Mr. Frost will describe implementation of an Olmstead settlement agreement in his home state of New Hampshire. \nCM 1.5

SUMMARY:Webcast: Responding to the FCC New Collocation Rules – How to Avoid "Deemed Granted”
DESCRIPTION:Register \nThe FCC adopted new rules at its Oct. 17 meeting that are likely to require changes in the way local governments respond to applications for siting wireless towers\, and for adding antennas to\, and modifying\, existing structures. The rules could necessitate an immediate review and revision of wireless siting ordinances in many communities\, and have important implications for the way states and localities deal with siting of wireless facilities in historic districts and environmentally sensitive areas. The change in the rules may also affect the approach of public agencies\, schools\, special districts and local governments to leasing of their own property. \nCM 1.5

SUMMARY:Webcast: Recent Changes to the National Flood Insurance Program: What can a planner do?
DESCRIPTION:Register Now\nSeventy years ago\, efforts to control floodwater in the United States focused on structural projects such as dams\, levees\, and seawalls. This approach did not reduce flood losses and development continued in flood hazard areas. A broader strategy developed over time to include both the management of floodwater and damage-prone development. Established by the U.S. Congress in 1968\, the National Flood Insurance Program (NFIP) provides a general framework to mitigate future flood losses that communities must adopt and enforce as a condition for federally backed flood insurance protection. Mounting flood losses and recent catastrophic events\, however\, have bankrupted the NFIP. This financial instability led to the adoption of the Biggert-Waters Flood Insurance Reform Act in 2012 (BW-12) to extend the NFIP for five years and make significant changes in insurance and mapping requirements. The insurance requirements were designed to make the NFIP self-supporting\, but had significant unintended consequences. The Homeowner Flood Insurance Affordability Act of 2014 now repeals and modifies certain provisions of BW-12. This presentation will review some of these changes and outline steps that planners can take to mitigate present and future impacts of the new law. Planners are best trained to synthesize the multi-disciplinary nature of hazard mitigation planning and can be at the forefront of achieving reductions in losses to life and property as well as creating safer communities. \nCM 1.5

SUMMARY:Webcast: Meeting Local Housing Needs with Smart Growth Tools in 2014
DESCRIPTION:Register Now\nAre you a local government planner facing resistance to the development of affordable housing land use tools or affordable housing developments? Are you finding that either because of the housing bubble burst\, the economic recession\, or changes in ideology over the role of government\, that tools previously put in place to further the development of affordable housing are being rolled back? This webinar is designed to help you make the case for implementing the most effective smart growth policies for ensuring that your community has an adequate supply of housing for the continuum of need: from workforce housing to seniors who need help to age in place. We will specifically address inclusionary zoning\, community land trusts\, accessory dwelling units\, and tools for avoiding and overcoming NIMBYism. \nCM 1.5

SUMMARY:Webcast: Is It Time to Stop Planning “Complete Streets”?
DESCRIPTION:Register Now\n“Complete street” is a transportation term that refers to a corridor designed for all modes of transportation. Washington\, DC has made national news for its emphasis on the fundamental modes of transportation – walking and biking. It’s also home to one of the most recognizable mass transit systems. So why would the District Department of Transportation propose a scenario that eliminates complete streets? How do they propose safely accommodating users from so many different modes of travel? This webcast will cover the following: 1) Trade-offs associated with physically separating travel modes; 2) Corridor planning vs. network planning; 3) Transportation mode hierarchy; and 4) Placemaking treatments based on street function. \nCM 1.5

SUMMARY:Webcast: Drought Planning Toolbox: State Strategies for Mitigation and Adaptation
DESCRIPTION:Register Now\nDrought is becoming an increasingly important issue for planners at the local\, regional and state levels. Drought impacts vary by region\, but it affects everything from the most obvious — water supply — to ecosystems\, the built environment\, regional economies and human health. Mitigation and adaptation to drought requires attention and collaboration among planners\, water engineers and natural resource experts. In 1998\, more than one-third of the U.S. was affected by drought. The event began on the West Coast\, spanned the Rocky Mountain region and\, eventually\, the upper Midwest. In 2007-2008\, a drought impacted Georgia\, resulting in inter-state conflicts over water rights. Today\, California is in the midst of a truly historic drought event. Tools and techniques\, such as those outlined in the APA Planning Advisory Service report\, “Planning and Drought\,” are emerging to bring together the various disciplines involved in water management and land use. The Drought Planning Toolbox webinar will feature speakers from California\, Colorado and the Susquehanna River Commission who will share their experiences and best practices from their regions in preparing for and responding to drought. Highlighted strategies will focus on mitigation\, adaptation and drought planning; participants will learn about drought plans adopted by states and regions and key elements of drought mitigation and adaptation. Participants also will learn about how collaboration and intergovernmental coordination is essential for drought adaptation and resilience efforts. And finally\, participants will be provided information on how strategies have been put into practice in California\, Colorado and the Susquehanna Basin states. \nCM 1.5

SUMMARY:Webcast: Creatively Transforming Streets for People in Los Angeles and Santa Monica
DESCRIPTION:Register Now\nLearn how Los Angeles\, Atlanta\, and Santa Monica used different\, yet equally practical\, applications of “tactical urbanism” to transform their streets in months\, not years. One pilot project involved a transformative streetscape master plan; the other uses “pop-up” demonstrations of a potential “Neighborhood Greenway” design to get residents involved. Hosted by the Urban Design and Preservation Division. \nCM 1.5

SUMMARY:Webcast: Environmental Justice: A New Model for Planning in Underserved Communities
DESCRIPTION:Register Now\nWhen EPA created the Office of Environmental Justice\, it required developing new tools for the purpose of engaging and working with the public\, including segments of the public that are underserved. Community planners and other allied professionals may be less familiar with the tools the Office of Environmental Justice has developed overtime to strengthen public involvement; encourage community action for a renewed environment; or advance collaborative environmental problem solving. For this webinar\, expert speakers will explain how environmental justice is a forward-thinking\, sustainable approach\, and they will share why a discussion about environmental justice is important given the renewed focus on social equity and planning among professionals. Speakers will explain how different communities have aligned environmental justice and municipal planning as complementary quality of life goals. Also\, the webinar will elevate tools that can be used by planners to address the needs of diverse communities. \nCM 1.5
