SUMMARY:Environmental Forensics (CM I TBD)
DESCRIPTION:Environmental forensics is a multidisciplinary field with the goal of understanding how and when contamination occurred as well as who is responsible for the pollution. Environmental forensics investigations may involve identifying and apportioning responsibility among multiple parties\, age-dating releases and/or determining exactly how a release occurred with reference to insurance or other contractual issues. \nDetermining the date when problems first began is important because it allows attorneys and courts to determine who is repsonsible for the cleanup\, insurance companies to determine whether or not an environmental claim occurred during their policy periods and government officials to determine who is responsible for recouping expended government funds. \nFor more information visit:  http://www.cpe.rutgers.edu/courses/current/el0401ca.html

SUMMARY:Stormwater Management for Engineers (CM I TBD)
DESCRIPTION:Managing stormwater runoff from land development is becoming more complex every day. In light of New Jersey’s recently adopted statewide Stormwater Management Rules\, engineers\, reviewers\, developers and others will need to acquire both greater knowledge and new skills. This three-day course is designed to address these needs by presenting the most pertinent and up-to-date information on the scientific and regulatory aspects of stormwater management in New Jersey. \nThe course will cover the recently adopted NJDEP Stormwater Management Rules\, including those dealing with groundwater recharge\, TSS and nutrient removal\, and stormwater quantity control. A presentation of the new NJDEP BMP Manual\, Groundwater Recharge Spreadsheet (NJGRS) and other technical aspects of the new rules will also be included. The course will conclude with a workshop problem that applies the information and techniques presented to a sample development site in accordance with the new NJDEP Rules. \nFor more information visit:  http://www.cpe.rutgers.edu/courses/current/ew0302ca.html

SUMMARY:Brownfields: Emerging Issues in Redevelopment (CM I TBD)
DESCRIPTION:The recycling of previously developed property is crucial to the economic growth of the State. For more than 10 years\, NJ’s Brownfield legislation and program implementation have aimed to create sustainable communities\, improve ecosystems\, provide workforce housing by steering investment and redevelopment toward abandoned and underutilized properties in designated growth centers. \nJoin us for a day of dynamic and interactive panel discussions to explore new issues on the Brownfields redevelopment horizon! Time will be available to share your opinions on emerging issues and raise specific questions surrounding the process of redevelopment in New Jersey. \nFor more information visit:  http://www.cpe.rutgers.edu/courses/current/en0506ca.html

SUMMARY:Soils & Site Evaluation - For Septic Disposal Systems & Stormwater BMP's (CM I TBD)
DESCRIPTION:Thousands of septic systems and stormwater basins malfunction for the same reason: failure to understand how water moves (or doesn’t move!) through soil. You cannot hope to design and build these structures without a down-and-dirty understanding of these soils. That’s what this hands-on course is all about. \nEvery day\, you will spend equal time moving between lectures in the classroom to soil pits in the field\, evaluating soils using your eyes\, hands\, and nose. You will observe\, record and evaluate the site-specific soil characteristics required to write and support a complete soil log\, as well as evaluate the soil and landscape data to determine design input. Most importantly\, you will develop the necessary tools to determine whether a site is right – legally and practically — for a septic system or stormwater runoff Best Management Practices (BMPs) facility. \nFor more information visit:  http://www.cpe.rutgers.edu/courses/current/es0301ca.html

SUMMARY:Regulatory Training in Underground Storage Tanks (CM I TBD)
DESCRIPTION:Whether you are becoming certified for the first time or just need to recertify\, you will get the regulatory information you need to stay current with New Jersey’s UST requirements and help your clients or employer avoid potential penalty liability. \nThe NJ Department of Environmental Protection (NJDEP) regulates Underground Storage Tanks (USTs) and requires the professionals who work on them to be trained\, certified/recertified every three (3) years. When a person has notified the NJDEP of a discharge from an UST on or after November 4\, 2009\, that person must retain an LSRP when addressing regulated USTs. LSRPs may work on unregulated USTs (remediation or otherwise)\, but LSRPs are not required to be hired to remediate discharges from unregulated USTs. Certified Subsurface Evaluators may still be retained to remediate discharges from unregulated USTs without the supervision of an LSRP. The certifications for all other categories of UST services (i.e.\, installation\, closure\, tank testing\, and corrosion protection) still require the refresher course. The person responsible for conducting the remediation of a discharge from an unregulated UST who uses a Certified Subsurface Evaluator to remediate that discharge is required to employ an individual working for a business firm certified in the category of UST subsurface evaluation pursuant to the UST rules at N.J.A.C. 7:14B-16. \nTo learn more visit:  http://www.cpe.rutgers.edu/courses/current/ew0201ca.html

SUMMARY:Impacting Economic Expansion and Retention in New Jersey: A Land Use Perspective (CM | 2.0)
DESCRIPTION:New Jersey has many assets – an educated and skilled workforce; a high quality of life; the country’s 2nd largest port; one of the nation’s busiest airports; prestigious educational institutions and corporate headquarters; one of the nation’s largest office markets\, the third largest warehouse distribution center\, a powerful global pharmaceutical hub\, a major financial center\, location amid one of the world’s most prosperous mega regions; and excellent mass transit\, intercity\, and highway services. Despite these assets\, the state’s economy – as measured either by gross domestic product or employment — has been waning\, and showing no signs of gaining positive momentum. \nMany corporations are saying that they have no plans for expanding their presence in New Jersey; some are even considering relocation outside the state. The conference will investigate how better land use planning\, investment in our infrastructure\, and regulatory reform can shape a new model for New Jersey that will attract and retain business and our competitiveness in the world markets. \nThe centerpiece of the conference will be a roll-out of the results of PlanSmart NJ’s new focus group research that queries business leaders throughout the state on what is driving their expansion and relocation decisions and how land use can play a key role in reinvigorating New Jersey’s economy. \nVisit: www.plansmartnj.org

SUMMARY:Leading Community Building Emerging Planning Concepts For Diverse Communities (CM | 2.0)
DESCRIPTION:This session will be a forum in which experiences in building more unified and integrated communities are shared and participants are given an opportunity for questions\, comments and feedback. \nThis forum contains two sections – a presentation and a panel discussion – on the tools and strategies that are most promising to respond to the problem of communities being perhaps diverse but still not integrated. It has been documented through numerous national studies that even within diverse jurisdictions housing\, schools and civic realms remain largely separated by race\, ethnicity and/or socioeconomics. This reality is both inequitable and costly (and no longer just a burden on some groups – it harms us all). OPEN has worked for over 40 years developing practical local solutions and we’d like to share our approach to tackling this issue\, describe a theoretical model and present case studies of integrated successes. We especially want feedback from you on how to expand the toolkit and strategies. \nTakes place in Room 113. \nRSVP to ecdc.nj@gmail.com

SUMMARY:New Urbanism and Communities of Color (CM | 2.0)
DESCRIPTION:New Urbanism has gained considerable acceptance in the last 20 years\, it remains controversial in a number of circles. Many critics believe that\, while the New Urbanism contains many attractive ideas\, it has not been able to effectively deal with a wide range of issues associated with inner-city communities and metropolitan growth that simply did not exist in the early twentieth century when it’s planning and design predecessors were being implemented. This workshop will address these concerns as well as carefully look into the principles of New Urbanism and its application in urban settings while taking a retrospective approach to developing a clearer understanding of urban settlement patterns in communities of color\, identifying typologies of traditional neighborhood design\, and explore place-determinants to help further develop a knowledge-base of meaningful precedents. This in turn\, can be applied to the development of future self-sustaining and livable communities. \nThe intent of this workshop will be to convey a thoughtful and selective awareness of New Urbanism principles and traditions with the effort to assist the contemporary community planner in deriving relevant strategies for the desired New Urbanism as it should more effectively respond to the social\, economic and physical needs of inner-city communities. \n  \n
