SUMMARY:Mind the Gap: The Importance of Providing Housing for All New Jerseyans
DESCRIPTION:REGISTER NOW\nPolicy Briefing\nMind the Gap: The Importance of Providing Housing for All New Jerseyans \nOctober 14\, 2016\nThe Edward J. Bloustein School of Planning and Public Policy\n8:30 AM – 11:00 AM \nThe future of Affordable Housing in New Jersey has been tangled up in the courts for years with no clear end in sight. While policymakers\, far removed from the daily struggles of low-income residents\, work their way through this political stalemate many low and moderate-income residents struggle to find decent housing near job opportunities. The state has focused so heavily on COAH that the more important issue of providing housing at a variety of price points and in the right locations is being overlooked. \nNew Jersey’s failure to plan for and provide housing at the right price is encouraging outmigration and affecting the economy. The panel will discuss the ramifications of such shortfalls\, the need to move forward with planning for affordable housing\, and the benefits to neighborhood stability and investment when affordable housing is made available. New Jersey cannot afford to wait for the court’s decision\, we must begin to plan for and provide a variety of housing choices for all New Jerseyans\, including the middle class. \nAgenda\n8:30 – 9:00 – Registration and networking continental breakfast \n9:00 – 9:30 – Update and Overview of Recent Court Rulings – Henry Kent-Smith\, Esq.\, Fox Rothschild \n9:30 – 10:55 – Panel Discussion \n\nJudge Peter Buchsbaum\, Esq.: Retired\,\nModerator\nJames W. SUMMARY:2016 Regional Planning Summit: Repurpose\, Reuse\, Revitalize
DESCRIPTION:REGISTER NOW\nNew Jersey led the nation in developing isolated\, single use office parks\, today\, New Jersey is experiencing an exodus of corporate employers\, leaving behind large underutilized office buildings and retail centers and the land on which they sit. While these sites currently are a drain on the economy\, they also represent an enormous opportunity to redevelop and redesign the suburbs to be more dynamic\, connected\, and sustainable. If repurposed correctly\, New Jersey could lead the nation in how suburbs can be redesigned to be more efficient. The Regional Planning Summit: Repurpose\, Reuse\, Revitalize will highlight opportunities and success stories on how stranded real estate assets can be turned into dynamic communities. \nDon’t miss this great opportunity to learn from the experiences of leaders in the innovative reuse of failing properties! \nKeynote Speaker:  Greg Lindsay\, Globalization\, Innovation\, and the Future of the Suburbs \nGreg Lindsay is a journalist\, urbanist\, futurist\, and speaker. He focuses on the intersection of transportation\, urbanization\, and globalization\, and his writing has appeared in numerous outlets\, including The New York Times and The Wall Street Journal. His book\, Aerotropolis: The Way We’ll Live Next\, discusses the future of how we will live and do business. He brings a unique perspective to the table about how globalization\, innovation\, and the future of cities will affect our everyday built environments in the years to come. \nPanel topics to include: \nWhy Stranded Assets Are So ImportantMillions of dollars of infrastructure investments have been made in New Jersey’s suburban office parks and retail centers\, many of which sit underutilized and have become a drain on the economy. A range of officials\, planners\, and developers must work together to revitalize these sites so they flourish economically and environmentally. \nThe Stranded Assets Problem; How Big is it?PlanSmart NJ has conducted an extensive statewide analysis of vacancies in office parks and retail centers. The findings will be presented and set the stage for a call to action to repurpose struggling assets. \nIt Is All About FinancingVacant and underutilized properties can have quite an impact on municipal budgets. Repurposing can be costly but PILOTs can provide incentives to developers to repurpose and plug holes in municipal budgets. \nCoordination and Leadership: Success StoriesSuccess doesn’t just happen. It takes persistence\, cooperation and leadership to bring all players to the table and agree on a shared vision. \nAchieving Multiple Goals through InnovationReimagining how a site may be reused is also an opportunity to think about how the site may function and achieve multiple goals. By building upon existing infrastructure and incorporating innovations in energy and green infrastructure these properties can be utilized to enhance sustainable goals and increase efficiency\, while meeting affordable housing needs. \nSupporting Vibrant Communities across the StateWhat makes the state economy flourish? Vibrant communities that not only attract businesses and residents\, but also maintain them for the long-term. Meeting this goal takes a comprehensive statewide approach with local support. This panel will discuss numerous state-level recommendations that will help promote the success of New Jersey’s suburbs\, such as reinvigorating the State Plan\, marketing regional assets\, addressing regulatory barriers and promoting workforce development. \nPreliminary Recommendations and Next Steps: Ann Brady\, PlanSmart NJ \nWe have applied to provide:AICP CM CreditsCLE CreditsRMC and CPWM Municipal Credits

SUMMARY:Policy Briefing: Regulatory Reform
DESCRIPTION:REGISTER NOW\nNew Jersey\, with its 566 municipalities and multiple layers of government has a complex regulatory system.  Developers find navigating this process time consuming and costly.  Local officials on the other hand want to have a level of assurance that the project they are approving will meet their needs and specifications.  This Policy Briefing is two-fold and will explore both multiple layers of government regulations and MLUL requirements for preliminary approval process.  Experts in the field will consider the merits of existing regulations and whether or not there are viable alternatives.\n \nThe first of two panels will discuss overlapping regulatory oversight.  Do these multiple layers result in better outcomes or is there a way to consolidate similar requirements\, while insuring that important environmental resources are protected?  \n \nDave Fisher will kick off part two of the morning with an overview of proposed amendments to the MLUL to revise the preliminary permitting process.  A panel representing different perspectives will respond to the proposed legislation.

SUMMARY:Policy Briefing: Creating Vibrant Cities
DESCRIPTION:REGISTER NOW\nIncreasingly young workers and baby boomers alike are leaving the suburbs for higher density mixed use areas with easily accessible public transportation. This renewed interest in living and working in urban areas is helping to drive an economic boom in some of New Jersey’s cities. Trenton however\, continues to face challenges despite its prime location with transportation infrastructure and natural resource. What strategies are needed to stimulate economic development and attract a talented workforce to New Jersey’s struggling cities? \nTom Murphy\, Senior Resident Fellow\, Urban Land Institute and former Mayor of Pittsburgh will share the steps he took in turning Pittsburgh around. A panel of New Jersey experts will discuss strategies appropriate for New Jersey cities and representatives from Trenton will elaborate on their vision and plans for their city. \nCM PENDING \n

SUMMARY:Regional Planning Summit
DESCRIPTION:Stranded Real Estate Assets – Changing Economy\, Changing Land Use\nOnce New Jersey’s model of economic development\, large office and retail suburban centers are increasingly underutilized and causing a drain on local economies. Local leaders find it difficult to create consensus and a shared vision for development\, in part due to antiquated land use practices. PlanSmart NJ’s 4th Annual Regional Planning Summit\, Stranded Suburban Real Estate Assets: Changing Economy\, Changing Land Use will bring together experts in planning\, redevelopment\, and infrastructure to reveal the magnitude of the problem and explore methods to break through common barriers to transform New Jersey’s suburbs into resilient and livable communities where people can live\, work\, and play. \nCM | 5.5 Pending \nRegister

SUMMARY:Policy Briefing: NJ's Complicated Affordable Housing Policies-Considering the Alternatives
DESCRIPTION:Register Now\nCOAH is in the midst of its third attempt at making rules for the “third round\,” which began in 1999! The two previous attempts (in 2004 and 2008) were overturned by the courts. The Supreme Court has already been requested to short-circuit the current rule proposal before COAH even adopts it. Given the quagmire of this recent history of COAH proposals and litigation in NJ\, maybe it’s time to review how other states are facilitating affordable housing production and to consider how their experiences could reshape New Jersey’s approach. \nLeading the discussion is Rachel Bratt\, Professor of Urban and Environmental Policy and Planning\, Tufts University\, and author or co-author of many articles\, reports\, and chapters in books on housing policy. She will highlight affordable housing strategies from other states and assess their applicability in New Jersey. Two response panels will follow her remarks. The first panel\, consisting of planners and housing advocates\, will discuss key trends\, policy principles\, and what could work in New Jersey. The second panel will feature housing developers and a local official to ground the discussion in real world experiences. There will be ample time for questions and answers. \nAgenda\n8:30 Registration & Continental Breakfast \n9:00 Rachel Bratt\, Tufts University – Model Affordable Housing Policies and How Applicable to New Jersey; Author of Rebuilding a Low-Income Housing Policy and a co-editor ofCritical Perspectives on Housing and A Right to Housing: Foundation for a New Social Agenda. \n9:30 Response Panel: Conditions in New Jersey \n\nPhilip B.
