DESCRIPTION:On-premise digital signs have demonstrated a proven ability to increase results for those that utilize them for commercial and community-oriented purposes. However\, many communities are relatively unfamiliar with this rapidly evolving technology\, and have concerns that these kinds of signs will create aesthetic\, safety and enforcement problems for their communities. Nearly all stakeholders struggling with digital signs and their regulation often have the same questions\, such as:  \n\nWhat really are these digital signs and how do they work?\nHow is electronic technology evolving?\nIs there any way for the community-at-large to actually benefit from them?\nHow can we strike a balance between allowing businesses to use digital signs without creating aesthetic concerns?\nHow do we allow them without looking like Las Vegas\, or negatively impacting community safety?\nHow do we regulate them in ways that are understandable and enforceable\, without having to hire additional staff?\n\nHosted by James Carpentier\, AICP\, and presented by Wendy Moeller\, and Mike Freeborg\, Director of Government Relations for YESCO\, the presentation of answers these questions\, and provides practical\, solution-focused guidance that can set the foundation for regulations that allow for the opportunity to leverage this technology while protecting community aesthetic values and safety concerns. \nClick here to register.

SUMMARY:Planning resources to improve resilience in your county (CM Approved | 1.5)
DESCRIPTION:“Challenging” might be the best way to describe the average workday for many county planners along the U.S. coast and Great Lakes. Quite a few counties continue to add residents and development at a time when planners are striving to safeguard natural resources and area economies\, prepare for intensified natural hazards\, and adapt to climate change impacts such as sea level rise. Planners are finding these challenges a bit easier to tackle with the online Digital Coast\, which hosts free data along with the training and tools needed to turn that data into useful information. The inundation mapping data and tools are helping them address ﬂood frequency issues and lidar data sets help with shoreline mapping\, beach restoration\, and documenting the ‘footprints’ of beachfront buildings—important information to know if a future storm causes heavy damage. And a member of a township planning commission in Menominee County\, Michigan\, is a fan of C-CAP data because the knowledge they have learned about their grasslands\, open lands\, vegetation\, and forests\, will beneﬁt the development of their master plan. Both the American Planning Association and the National Association of Counties are partners in the Digital Coast eﬀort\, which is led by the National Oceanic and Atmospheric Administration (NOAA). DESCRIPTION:This webinar is provided by the American Planning Association (APA) County Planning Division as part of the APA/Ohio State Planning Webcast Series. The National Association of Counties is a partner with the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Pipeline Safety (OPS) to promote the recommended land use practices described in the Pipelines and Informed Planning Alliance (PIPA) Report: Partnering to Further Enhance Pipeline Safety in Communities Through Risk-Informed Land Use Planning: Final Report of Recommended Practices. \nMembers will learn the basics of energy pipeline operations and maintenance\, facilities\, and products transported. They will gain an understanding of the risks and benefits pipelines pose to the community. Members will learn the agencies that regulate pipelines at the Federal\, State and local level. They will learn the role that local governments can play in improving pipeline safety. Additionally they will learn risk based practices for land use and development planning near transmission pipelines. They will be provided with examples of good and poor development near pipelines and well as the location of additional technical information and financial resources to support their efforts to improve safety of the community and the built environment near pipelines. \nThe presentation will also provide information about Virginia Department of Emergency Management’s recent enhancement to the state Hazard Identification and Risk Assessment (HIRA) to address pipelines. Members will learn of resources for local governments to prepare for pipeline emergencies. \nClick here to register.
