DESCRIPTION:In preparing for introduction of street car service along Columbia Pike\, Arlington County is completing a new planning effort for existing multi-family communities. Increasing rents are already pricing out lower-income residents\, and those pressures are expected to accelerate with the higher gas prices\, highway congestion and that make living in transit communities so attractive. The plan’s goal is to preserve or replace all of the housing serving households with incomes up to 60 percent of the Area Median Income (AMI) and one-half of the housing serving households at 80 percent of AMI. Market and financial analysis is helping to guide the plan so that the density provisions for new units will support financial feasibility\, increasing the likelihood that development will occur. SUMMARY:Forty Years after Mt. Laurel - New Findings about the Effects of Affordable Housing
DESCRIPTION:Forty years ago\, a New Jersey Superior Court handed down an historic decision that changed the discourse about affordable housing in New Jersey. On May 1\, 1972\, the court released its decision in Southern Burlington County NAACP v. Township of Mount Laurel\, finding that the town’s zoning ordinance\, which effectively deprived the poor of adequate housing and discriminated against them\, was constitutionally invalid. The state Supreme Court agreed (though on different grounds) in 1975 and created\, under a case known as Mt. Laurel I\, the “Mt. Laurel doctrine.” The doctrine requires every municipality’s land use regulations\, as well as those of state agencies with land use responsibilities\, to affirmatively provide a “realistic opportunity” for construction of their fair share of the regional need for housing affordable to low and moderate income households. Litigation followed in Mt. Laurel II to address remedies\, and\, at the urging of the court\, legislation was passed to hammer out the details and implement what the court defined as the state constitutional obligation. \nThe doctrine and the grounds on which it is based – that zoning that excludes low and moderate housing opportunities is a form of economic discrimination prohibited by the state constitution – are still controversial today. At the heart of the discussion is the speculation that affordable housing will increase crime\, decrease property values\, and diminish neighborhoods. Are these concerns valid? Today’s discussion will introduce new research\, based on the experience of Ethel R. Lawrence Homes\, a 140-unit\, 100% affordable family rental project developed in Mount Laurel\, NJ\, that demonstrates that many of the fears of the ill-effects of affordable housing are unfounded. \nThe format for this event will be presentation and discussion. Four researchers will each give a 15-20 minute overview of this new research. The second panel will consist of stakeholders asking the researchers questions about what the literature says about various policy initiatives. The goal of this format is to have the Stakeholder panel shape the discussion about how the research should and will affect decisions that New Jersey must make as it considers housing policy going forward. \nThis event is free but by Invitation Only and requires registration. \nClick here to register

DESCRIPTION:Genentech’s employee transportation program\, gRide\, provides employees with flexible and convenient services and incentives designed to support commuting by other modes than driving alone. The multifaceted program includes cash incentives\, a BikeShare program and a fleet of over 50 motor coach and intra-campus shuttles. Last year the gRide program eliminated over 20 million vehicle miles traveled on San Francisco Bay Area’s roadways and over 14 million pounds of CO2 from the atmosphere. In addition to reducing VMT and GHG emissions\, the program has significantly reduced employees’ time\, money and stress spent on commuting. SUMMARY:Webinar: Opportunities in Complete Streets & Green Infrastructure (CM | 2.0)
DESCRIPTION:The Molly Ann Brook Rain Barrel and Rain Garden Initiative differs from traditional environmental planning and protection efforts in that it is a community-based approach to environmental quality\, which relies on public involvement rather than costly engineering solutions. Led by the Passaic County Planning Department in cooperation with the Rutgers Cooperative Extension of Essex & Passaic Counties\, the WMA-4 AmeriCorps Watershed Ambassadors\, the Boroughs of North Haledon\, Haledon and Prospect Park\, the City of Paterson\, and the Rutgers Water Resources Program\, the Molly Ann Brook Rain Barrel & Rain Garden initiative implements low impact development and sustainable stormwater management tools to improve water quality. The project was funded by a 2008 Section 319(h) grant from the NJ DEP to improve the impaired water quality of the Molly Ann Brook\, a subwatershed of the Passaic River Basin. This grant provided funding to pursue two best management practices recommended in the Molly Ann Brook Watershed Management Plan\, the targeted installation of rain barrels and rain gardens. The County has purchased 650 rain barrels and\, to date\, has distributed 605 of these rain barrels free of charge to residents and public entities within the subwatershed. In addition\, three rain gardens have been installed on public lands\, and five more will be installed in the spring of 2012. The project helps alleviate a critical environmental justice issue by distributing free rain barrels\, which retail for $150 each\, to residents in the low-moderate income municipalities of Haledon\, Prospect Park\, and Paterson\, New Jersey; 56% of the rain barrels were distributed in these municipalities. Further\, this project implementation can serve as an example for other communities throughout the state. DESCRIPTION:The graying of America and the global economic crisis are powerful forces that have converged this year\, critically impacting the ability of communities to address the emerging hardship needs of older Americans. A 2010 nationwide survey of communities by the National Association of Area Agencies – the first survey conducted in 2005 – reveals only limited progress in advancing the goal to create a “livable community” for all ages – many are struggling just to maintain status quo. One of the few exceptions is Philadelphia which has the highest proportion of older persons (age 60+) of any ten largest cities in the nation. Philadelphia Corporation for Aging(PCA) has developed an agenda based on EPA’s Aging Initiative model which integrates active aging and smart growth. Age-Friendly Philadelphia is a research\, planning\, and policy agenda to improve the overall quality of life for the City’s seniors. An award-winning program\, the premise is that all ages will benefit from improvements to the physical and social environment that promote an age-friendly city. PCA is the catalyst for generating non-traditional partnerships around the common purpose of four principles for active aging: healthy eating\, social capital\, mobility\, and flexible and accessible housing. This innovative approach to an age-friendly city with building strong alliances as a centerpiece is an inspiring model for other communities. \nClick here to register.
