DESCRIPTION:APA-NJ Partnership with NJRI\nRedevelopment is a procedure used to revitalize distressed neighborhoods\, address the effects of underused and neglected parcels and enhance the economic conditions of a municipality. Accompanied by sound planning and execution\, redevelopment ultimately allows residents\, stakeholders and local government officials to produce invaluable changes to our communities. \nThe purpose of this course is to further educate locally appointed and elected municipal officials and community based organizations about the Redevelopment process. DESCRIPTION:This National Academies of Sciences study produced a comprehensive\, concise guide for public decision makers and land use planners on the impacts land use design and policies and regulations on freight movements within urban areas. The guidebook is written in a jargon-free manner and explains why it is important for local elected and appointed officials to understand how goods move within their urban area\, why efficient movement is critical to their community’s urban quality of life\, how land use codes\, policies and regulation impact urban goods movement. The guidebook includes: an overview of who\, what\, how and why freight moves in an urban area; twelve original supply chain descriptions with narratives (beverage supply chain shown below) to help decision makers and planners understand the impacts of local zoning policies and regulations; examples of the impacts of regulations; a process for integrating an urban goods movement study into the work of a planning office; information on how to use freight data; examples of a variety of urban goods movement problems and solutions that they can use; and nine case study of urban areas that have changed zoning codes\, regulations and policies to improve freight movements in their urban area. \nClick here to register.

DESCRIPTION:In preparing for introduction of street car service along Columbia Pike\, Arlington County is completing a new planning effort for existing multi-family communities. Increasing rents are already pricing out lower-income residents\, and those pressures are expected to accelerate with the higher gas prices\, highway congestion and that make living in transit communities so attractive. The plan’s goal is to preserve or replace all of the housing serving households with incomes up to 60 percent of the Area Median Income (AMI) and one-half of the housing serving households at 80 percent of AMI. Market and financial analysis is helping to guide the plan so that the density provisions for new units will support financial feasibility\, increasing the likelihood that development will occur. SUMMARY:Forty Years after Mt. Laurel - New Findings about the Effects of Affordable Housing
DESCRIPTION:Forty years ago\, a New Jersey Superior Court handed down an historic decision that changed the discourse about affordable housing in New Jersey. On May 1\, 1972\, the court released its decision in Southern Burlington County NAACP v. Township of Mount Laurel\, finding that the town’s zoning ordinance\, which effectively deprived the poor of adequate housing and discriminated against them\, was constitutionally invalid. The state Supreme Court agreed (though on different grounds) in 1975 and created\, under a case known as Mt. Laurel I\, the “Mt. Laurel doctrine.” The doctrine requires every municipality’s land use regulations\, as well as those of state agencies with land use responsibilities\, to affirmatively provide a “realistic opportunity” for construction of their fair share of the regional need for housing affordable to low and moderate income households. Litigation followed in Mt. Laurel II to address remedies\, and\, at the urging of the court\, legislation was passed to hammer out the details and implement what the court defined as the state constitutional obligation. \nThe doctrine and the grounds on which it is based – that zoning that excludes low and moderate housing opportunities is a form of economic discrimination prohibited by the state constitution – are still controversial today. At the heart of the discussion is the speculation that affordable housing will increase crime\, decrease property values\, and diminish neighborhoods. Are these concerns valid? Today’s discussion will introduce new research\, based on the experience of Ethel R. Lawrence Homes\, a 140-unit\, 100% affordable family rental project developed in Mount Laurel\, NJ\, that demonstrates that many of the fears of the ill-effects of affordable housing are unfounded. \nThe format for this event will be presentation and discussion. Four researchers will each give a 15-20 minute overview of this new research. The second panel will consist of stakeholders asking the researchers questions about what the literature says about various policy initiatives. The goal of this format is to have the Stakeholder panel shape the discussion about how the research should and will affect decisions that New Jersey must make as it considers housing policy going forward. \nThis event is free but by Invitation Only and requires registration. \nClick here to register

DESCRIPTION:Genentech’s employee transportation program\, gRide\, provides employees with flexible and convenient services and incentives designed to support commuting by other modes than driving alone. The multifaceted program includes cash incentives\, a BikeShare program and a fleet of over 50 motor coach and intra-campus shuttles. Last year the gRide program eliminated over 20 million vehicle miles traveled on San Francisco Bay Area’s roadways and over 14 million pounds of CO2 from the atmosphere. In addition to reducing VMT and GHG emissions\, the program has significantly reduced employees’ time\, money and stress spent on commuting. This session will inform the APA community of how the program has progressed from its initiation with the Master Plan approval in 2006 to today’s success in reducing the employee drive-alone rate. \nClick here to register.
