DESCRIPTION:As we move toward more transit oriented development and work to retrofit our existing suburbs\, we search for opportunities to use existing infrastructure and land area efficiently. As we evaluate these opportunities\, it is important to fully understand the residential developments in these suburban areas of the post-WWII era — both lower density modest single-family house tracts and garden apartment complexes with acres of green space. Which of these – if any – are worth preserving intact …and why? And how might we make such qualitative judgments especially where redevelopment offers a way to provide more affordable housing? This concerns not only the physical features of these tracts and complexes but the associations some of them may have with significant people or events. We need to understand what tradeoffs are appropriate when hard decisions are being made about where retrofitting and redevelopment should occur. \nClick here to register.

We already paved paradise and put up a parking lot. In response\, the Green Parking Council (GPC at www.greenparkingcouncil.org) works to transform parking facilities and lots from the public face of a fossil-fueled\, congestion-producing culture to an enabler of sustainable urban mobility and an accelerator of neighborhood-scale sustainability. SUMMARY:Success Stories in Sustainability:  The Common Ground Program (CM | 1.5)
DESCRIPTION:The Common Ground Program is a community gardening and urban agriculture program created by the city of Lawrence\, Kan. In the winter of 2011\, the city surveyed its vacant and underutilized properties\, identified appropriate sites for agriculture and made these sites available through an application process for citizens. During the 2012 growing season\, five pilot sites were opened to the public through partnerships with neighborhood associations\, nonprofit organizations and schools. The five sites include two neighborhood community gardens\, a youth-focused garden in a city park\, a community orchard for free picking\, and a market farm coordinated by college and middle school students. This webinar will provide an overview of the Common Ground Program\, an outline the goals of the project goals\, community benefits and lessons learned. The webinar will also provide insight on funding sources and potential partnerships that other communities or organizations may utilize in pursuing similar efforts. \nClick here to register.

SUMMARY:Functional Classification: So Important That No One Wants to Talk About It (CM | 1.5)
DESCRIPTION:Functional classification is a transportation topic that is often left for engineers to sort out\, but it has a huge impact on urban planning. Anyone involved in urban planning – including community stakeholders – should be part of the dialogue surrounding the function of public streets. Functional classification is a way that transportation professionals group streets according to the type of traffic they serve and the degree of access expected to adjacent land uses. Few transportation issues are as important as functional classification\, and yet it is one of the least understood or debated. Despite the Federal Highway Administration’s advocacy of flexible design standards\, typical practice in the United States has been very rigid\, leading to unintended negative consequences. For new urbanism\, that means streets that require almost highway speeds and lane widths—physical impacts that are contrary to the overall purpose of new urban planning. For example\, in some areas an Urban Principal Arterial might require a minimum 45 MPH design speed and minimum 12-foot wide lanes\, even if the surrounding land uses need more appropriate (i.e. livable\, sustainable) solutions. SUMMARY:The State of Takings After Koontz (CM Law | 1.5)
DESCRIPTION:Last month\, the US Supreme Court handed down its decision in Koontz v. St. Johns River Water Management District. In this complex 5-4 decision\, the court ruled that monetary conditions attached to land use permits are now subject to the heightened scrutiny tests of nexus and rough proportionality found in Nollan and Dolan – and that these tests also apply to permit denials\, as was the case here. What does this important decision mean to planners? Depending on your point of view\, this ruling could be seen to “threaten the heartland of local land use regulation” (Justice Kagan’s dissent) or it could be viewed as a minor shift in law and practice. Because of the complexity and ambiguity of the court’s ruling\, it’s not perfectly clear. DESCRIPTION:On Monday\, October 29\, 2012\, Superstorm Sandy struck New York City\, the most populous region in the United States. Sandy was the biggest Atlantic storm in history\, devastating homes and businesses across the Northeast\, and causing over $19 billion in damages in New York City alone. In response to this disaster\, the New York Metro Chapter of the APA undertook a six month effort to assess how Superstorm Sandy impacted businesses in Rockaway\, Queens\, a community uniquely situated on a narrow peninsula and one of the hardest-hit areas of New York City. A team of over 60 planners volunteered their services to assess needs\, identify resources\, and make recommendations for short- and long-term planning strategies that will help businesses recover and plan for the future. The APA team partnered with the Rockaway Development & Revitalization Corporation (RDRC)\, a community development corporation that provides business support in the Rockaways and has promoted economic development throughout the peninsula for over 30 years. When Sandy struck and displaced or damaged nearly 1\,000 businesses\, RDRC sprang into action. RDRC proved to be an invaluable partner and assisted the APA team visited approximately 300 businesses and conducted over 100 business interviews in 3 commercial corridors. The Chapter recently released a report documenting this process and lessons learned along the way in hopes that New York City’s experience can help other communities impacted by storms and other natural disasters. DESCRIPTION:New York is known the world over as a city of walkers and straphangers\, not to mention one of the most popular tourist destinations anywhere with five very distinct boroughs\, clashing street configurations\, and a variety of naming and numbering conventions. Despite huge volumes of residents and visitors walking and using transit\, most existing on-street directional information is aimed at drivers. To fill this gap the New York City Department of Transportation chose an international design consortium known as PentaCityGroup (PCG) in 2011 to develop a standardized\, map-based\, citywide Pedestrian Wayfinding System. PCG is comprised of wayfinding specialists CityID\, industrial designers Billings Jackson Design\, graphic designers Pentagram\, cartographers and map database developers T-Kartor\, and engineers and urban designers the RBA Group. The first phase of the program is rolling out this summer with additional phases and program expansion in the works. This webinar will introduce participants to the basics of wayfinding with a focus on the system design and program development in NYC. New Jersey Monthly magazine consistently ranks Hopewell Borough as one of the “10 best small towns in NJ” and one of the “25 best places to call home in the Garden State.”  In 2012\, Hopewell Borough’s main thoroughfare\, Broad Street (CR 518)\, was named a Great Place in New Jersey by the American Planning Association-New Jersey Chapter (APA-NJ). Great Places offer better choices for where and how people work and live. They are enjoyable\, safe and desirable\, places where people want to live\, work and visit every day.  New Jersey’s great streets\, neighborhoods and public spaces are defined by many criteria\, including architectural features\, accessibility\, functionality and community activity. \nBroad Street\, with its many unique restaurants\, unique and antique shops\, specialty service or professional establishments and centuries-old residences\, is the focal point of the community. A concerted effort by town officials\, business owners and residents to retain the character\, charm and historic integrity of the Borough lead to funding in 2005 from NJDOT through a federal Transportation Enhancement (TE) grant to begin streetscape improvements in the central business district.  Phase I of the project included the removal of deteriorated concrete and bituminous sidewalk and curbing\, installation of new red and grey brick sidewalks\, hitching posts\, landscaping\, pedestrian scale lighting\, and other improvements.  Encouraged by the success of Phase I\, the Borough sought funding for Phase 2 for an additional $917\,000 grant from the NJDOT TE grant program in 2008 to continue the work.  Phase 2 improvements\, which added new handicap sidewalk ramps\, street furniture and ornamental planters in addition to the elements in Phase I\, were completed in 2011.  Supplementing the partnership with the State and federal government through grants\, the County of Mercer assisted with additional streetscape improvements. Unfortunately\, in the world of economic development there are plenty of examples of poorly-designed projects\, terrible advice\, real estate fads\, and clear fraud. As planners and economic developers\, we have a duty to our clients to provide sound advice and analysis to protect the interest of the municipality\, and ultimately the taxpayers. DESCRIPTION:Recent federal legislation on collocations\, FCC non-binding guidance and now state level legislative proposals could dramatically impact your community’s planning authority and local zoning of wireless facilities towers. In this webinar\, BB&K telecommunications attorneys will provide an overview of the challenges and opportunities facing local governments as they attempt to protect local interests while complying with federal requirements governing zoning of wireless facilities and to defeat damaging state legislative proposals that are sweeping the nation.
