DESCRIPTION:Ethics and Law CM at Design on the Delaware\nPlanners can earn both their Ethics and Law AICP CM at Design on the Delaware conference October 29 – November 1 in Philadelphia. \nThe conference\, in its 11th year\, offers 23 AICP CM accredited programs in addition to the ethics and law courses. Programs cover a range of planning topics including form based zoning\, campus planning\, Skyplane regulations\, SITES rating system\, and numerous programs focused on urban and suburban projects.  \nPlanners can earn up to 25 AICP CM at the conference. \nAICP CM accredited programs offered at the 2013 conference include: \nEthics for Planning & Design Professionals – 1.5 AICP CM Ethics \nAn up-to-date ethics training for planning and design professionals to achieve AICP Certification Maintenance credits\, including public and private viewpoints\, a review of the AICP code of conduct and ethical dilemma scenarios for discussion. DESCRIPTION:Please join us on Monday\, October 28 as the Rebuild by Design Teams unveil their resiliency-driven ideas!\nWe invite you to a public reception at the New Jersey Institute of Technology to hear Rebuild by Design‘s ten Design Teams discuss their research and the ideas born out of their work. This is a critical moment for the Rebuild by Design project and a perfect occasion to learn more about the teams’ thoughtful and unique visions to make our region more resilient. \nThe proposals follow three months of in-depth analysis and public outreach\, including both one-on-one conversations with people living in affected areas and robust guided conversations with Design Teams and citizens. This will lead up to a selection of projects each team will pursue in the design phase—the next and final portion of the competition. \nAbout Rebuild by Design \nLast August\, the President’s Hurricane Sandy Rebuilding Task Force announced the selection of ten multidisciplinary design teams to participate in Rebuild by Design\, a unique competition that responds to Hurricane Sandy by asking the world’s most talented design professionals to envision solutions that increase resilience across the Sandy-affected region. DESCRIPTION:On Saturday\, October 26th\, 2013\, APA-NJ will be partnering with the non-profit organization\, Jersey Cares\, to celebrate our first Annual Day of Service during Community Planning Month. \nOn this Day of Service\, APA-NJ volunteers will be helping to paint the playground at Belmar Elementary School in Belmar\, NJ – renewing students sense of play after their playground was damaged by the effects of Hurricane Sandy. Belmar Elementary School is a public school serving 555 students from Belmar and Lake Como in grades K-8. Over 60 families from Belmar Elementary School were displaced during Hurricane Sandy. APA-NJ is looking for volunteers to join our team and help paint line games and a United States map on the school blacktop\, assemble benches\, picnic tables\, and raised beds\, paint planter murals\, and perform general landscaping. SUMMARY:Parking Reform Made Easy: How to Make Smarter Parking Requirements (CM | 1.5)
DESCRIPTION:Status quo parking requirements often stand in the way of making communities livable\, equitable\, and sustainable. Responding to criticisms of excessive minimum parking requirements\, many planners feel that improvements should be made but they lack a solid procedure for generating reform. Webinar participants are provided with a handout showing a step-by-step technical and policy process for reforming parking requirements. A brief introduction explains that parking requirements are a policy choice\, not merely a technical calculation. We then review the arguments for and against parking requirements\, and highlight innovative parking requirement reform going on across the country. The core of the webinar is presentation and discussion of a 12-step process that can be used to reform parking requirements. These steps include technical issues concerning local parking utilization data and projecting parking utilization over the life of a project. Then we explore a series of policy-related steps for setting requirements that support broad community goals. The process emphasizes the need to evaluate prospective parking requirements in terms of their support for local goals. Examples of parking requirements for multifamily housing\, workplaces\, and mixed-use developments are highlighted. The webinar concludes by reviewing other elements of parking requirements\, such as parking maximums and design requirements\, and discussing a process for shepherding parking reform through the community and political process. Participants leave the webinar with a game plan for parking reform\, whether it be a comprehensive rewrite of all requirements or a project specific requirement. DESCRIPTION:Please RSVP to APA-NJ Professional Development Officer Christopher Brown \n\nThe City of Hoboken’s South Hoboken Waterfront has been named a Great Place in New Jersey for 2013 by the American Planning Association-New Jersey Chapter (APA-NJ).   The City will be hosting a Walking Tour on Friday\, October 18 from 2pm-4pm. The Walking Tour will highlight the South Hoboken Waterfront and present the processes which were involved in its industrial-to-recreational transformation.  The walking tour will begin at Pier A Park\, on the corner of Sinatra Drive and Newark Street. Participants are strongly encouraged to commute to Hoboken via public transit. \nThe Hoboken Waterfront first served as a recreational port in the 19th century\, when steamboats carried Manhattanites looking to escape the bustle of urban life to the sanctuary of nature. Two centuries later\, the former resort community of Hoboken has evolved into a thriving city\, and the waterfront has become a leafy sanctuary for people across the region. The Hoboken Waterfront has transformed in recent decades from an industrial seaport into a bustling recreational center. \nThe most prominent feature of the Hoboken Waterfront is the Hudson River Waterfront Walkway\, which stretches in its entirety approximately 18.5 miles along the Hudson River across nine (9) municipalities. Pier A Park is located on a pier in the Hudson River extending from the southern end of Hoboken\, (just north of the Hoboken Terminal) north to First Street. Pier C Park is located to the north of Pier A Park\, on a pier starting at the intersection of Fourth Street and Sinatra Drive. The portion of the  Hudson River Waterfront Walkway along this area is a wide sidewalk plaza that extends from Hoboken Terminal north to Fourth Street and is situated on the east side of Frank Sinatra Drive. \nThe South Hoboken Waterfront is a source of civic pride to Hoboken residents and serves as an outlet for physical activities and a temporary escape from an urban setting. Its proximity to the multi-modal transit hub at Hoboken Terminal lends itself to being a regional open space destination in the tri-state area. DESCRIPTION:Leaking underground water infrastructure is posing increasing public health threats. Planners have recently rediscovered our roots in public health\, but the problem of leaking underground infrastructure has not captured the attention of the planning profession. To the extent that aging water infrastructure is studied at all\, it is primarily in the context of cities in developing regions\, not in the U.S. Although APA and some other civic leadership organizations have highlighted the state of deterioration of U.S. water infrastructure\, much greater attention has been paid to the efforts to implement green infrastructure. The buried infrastructure of pipes is out of sight\, and seemingly out of mind as well. \nThe presentation is based on water quality research conducted by other scholars and practitioners in the Milwaukee metro area\, a literature review\, and interviews by Nancy Frank with a small sample of planning directors in southeast Wisconsin. \nThis presentation describes the scope of the problem in terms of public health risks. federal and state drinking water\, water quality\, and stormwater laws require permittees to address leaky infrastructure\, but local implementers often interpret these requirements in ways that ignore the potential infectious disease risk posed. Planners arguably have a role to play in quantifying the magnitude of the challenge and identifying cost-effective strategies for making accelerated progress in repairing our aging pipes in order to reduce the risk of infectious disease\, reduce costs\, assure a fair and equitable distribution of costs\, and identify innovative programs to achieve these goals. \nClick here to register.

SUMMARY:Calculating Developer Contributions (CM | 1.5)
DESCRIPTION:Public actions—such as investments in infrastructure and the provision of public services—can dramatically increase the dollar value of private land. While local governments seek to capture a portion of that value to address various needs\, planners often don’t know how to determine if a given request is reasonable. This session shows how to calculate the increase in value of private land due to public actions and develop a reasonable figure for developer contributions. This knowledge is particularly helpful to those working in urban design and preservation where much of what is achieved is through negotiating developer contributions. SUMMARY:Where The Boom Babies Grew Up - Post WWII era Suburban Tracts and Complexes (CM | 1.5)
DESCRIPTION:As we move toward more transit oriented development and work to retrofit our existing suburbs\, we search for opportunities to use existing infrastructure and land area efficiently. As we evaluate these opportunities\, it is important to fully understand the residential developments in these suburban areas of the post-WWII era — both lower density modest single-family house tracts and garden apartment complexes with acres of green space. Which of these – if any – are worth preserving intact …and why? And how might we make such qualitative judgments especially where redevelopment offers a way to provide more affordable housing? This concerns not only the physical features of these tracts and complexes but the associations some of them may have with significant people or events. We need to understand what tradeoffs are appropriate when hard decisions are being made about where retrofitting and redevelopment should occur. \nClick here to register.
