SUMMARY:Webcast: Recent Changes to the National Flood Insurance Program: What can a planner do?
DESCRIPTION:Register Now\nSeventy years ago\, efforts to control floodwater in the United States focused on structural projects such as dams\, levees\, and seawalls. This approach did not reduce flood losses and development continued in flood hazard areas. A broader strategy developed over time to include both the management of floodwater and damage-prone development. Established by the U.S. Congress in 1968\, the National Flood Insurance Program (NFIP) provides a general framework to mitigate future flood losses that communities must adopt and enforce as a condition for federally backed flood insurance protection. Mounting flood losses and recent catastrophic events\, however\, have bankrupted the NFIP. This financial instability led to the adoption of the Biggert-Waters Flood Insurance Reform Act in 2012 (BW-12) to extend the NFIP for five years and make significant changes in insurance and mapping requirements. The insurance requirements were designed to make the NFIP self-supporting\, but had significant unintended consequences. The Homeowner Flood Insurance Affordability Act of 2014 now repeals and modifies certain provisions of BW-12. This presentation will review some of these changes and outline steps that planners can take to mitigate present and future impacts of the new law. Planners are best trained to synthesize the multi-disciplinary nature of hazard mitigation planning and can be at the forefront of achieving reductions in losses to life and property as well as creating safer communities. \nCM 1.5

SUMMARY:Webcast: Drought Planning Toolbox: State Strategies for Mitigation and Adaptation
DESCRIPTION:Register Now\nDrought is becoming an increasingly important issue for planners at the local\, regional and state levels. Drought impacts vary by region\, but it affects everything from the most obvious — water supply — to ecosystems\, the built environment\, regional economies and human health. Mitigation and adaptation to drought requires attention and collaboration among planners\, water engineers and natural resource experts. In 1998\, more than one-third of the U.S. was affected by drought. The event began on the West Coast\, spanned the Rocky Mountain region and\, eventually\, the upper Midwest. In 2007-2008\, a drought impacted Georgia\, resulting in inter-state conflicts over water rights. Today\, California is in the midst of a truly historic drought event. Tools and techniques\, such as those outlined in the APA Planning Advisory Service report\, “Planning and Drought\,” are emerging to bring together the various disciplines involved in water management and land use. The Drought Planning Toolbox webinar will feature speakers from California\, Colorado and the Susquehanna River Commission who will share their experiences and best practices from their regions in preparing for and responding to drought. Highlighted strategies will focus on mitigation\, adaptation and drought planning; participants will learn about drought plans adopted by states and regions and key elements of drought mitigation and adaptation. Participants also will learn about how collaboration and intergovernmental coordination is essential for drought adaptation and resilience efforts. He is the author of a new book\, Inside Newark: Decline\, Rebellion\, and the Search for Transformation\, which traces Newark’s history from the 1950s\, when the city was a thriving industrial center\, to the era of Mayor Cory Booker. \nGOV. JAMES J. FLORIO is the founding partner at Florio\, Perrucci\, Steinhardt & Fader and serves as chair of his firm’s Environmental Group as well as the Government and Regulatory Affairs Group. SUMMARY:Comprehensive Real Estate Development Class and Tour (Camden\, NJ)
DESCRIPTION:Register\nUsing a class room case study and tour approach\, participants will learn the fundamentals of comprehensive real estate development using actual development projects as “backdrops” to the concepts\, applications and discussions about redevelopment. Leading community-based real estate developers will present case studies using some of their latest “crown jewels\,” highlighting actual problems\, challenges and opportunities encountered with their development projects. Participants will have the opportunity to tour the development sites and examine the overall structure of the development project\, focusing on the analyses behind the development and investment strategies employed. \nThis course will provide participants with an insider’s look on how the project was conceptualized and developed. For each tour location\, consideration will be given to property and site analysis\, market conditions\, municipal approvals\, acquisition\, construction or renovation costs\, economic viability\, and community and governmental relations. Participants will be responsible for analyzing the project based on facts and opinions presented by the developer\, as well as evaluating the merits of a set of different alternatives. Attendees can expect to learn new concepts\, funding programs\, development strategies and general approaches to redevelopment. Practical contemporary discussions on neighborhood characteristics\, demographics\, property acquisition\, municipal and redevelopment law\, community relationships\, politics and more will be discussed. Participants will also learn basic finance concepts and terminology such as net operating income (NOI)\, debt coverage ratio (DCR)\, and return on investment (ROI)\, and construct basic development budgets and operating pro formas to assess the economic viability of the projects. \nThis interdisciplinary\, case study approach will place each participant in an actual business environment\, by examining real situations and development projects. The workshop will be facilitated and taught by experienced real estate developers\, and the NJRA Real Estate Development textbook will serve as a tool to supplement the lectures and discussions. By visiting and examining real development projects\, the workshops will offer the participants a more efficient method for learning and developing the skill sets needed for redevelopment. SUMMARY:Policy Briefing: NJ's Complicated Affordable Housing Policies-Considering the Alternatives
DESCRIPTION:Register Now\nCOAH is in the midst of its third attempt at making rules for the “third round\,” which began in 1999! The two previous attempts (in 2004 and 2008) were overturned by the courts. The Supreme Court has already been requested to short-circuit the current rule proposal before COAH even adopts it. Given the quagmire of this recent history of COAH proposals and litigation in NJ\, maybe it’s time to review how other states are facilitating affordable housing production and to consider how their experiences could reshape New Jersey’s approach. \nLeading the discussion is Rachel Bratt\, Professor of Urban and Environmental Policy and Planning\, Tufts University\, and author or co-author of many articles\, reports\, and chapters in books on housing policy.
