HIA provides evidence-based recommendations aimed at enhancing positive health impacts and minimizing negative ones. \nIn this session\, the New Jersey Health Impact Collaborative (NJHIC) will lead an introductory training on health impact assessment as a tool to promote community health and equity in planning processes and decision-making. Participants will engage in group exercises related to HIA steps\, discuss opportunities and challenges to integrating health into planning and policy processes\, and learn about new statewide collaborative initiatives and emerging tools to build capacity for health advancement in planning\, and to support health in all policies. \nLearning Objectives: \n\nUnderstand the broader context of health influences and the social determinants of health.\nUnderstand the principles\, value\, and use of HIA\, as well as the steps involved in conducting an HIA.\nUnderstand applicability of HIA to planning\, development and land use decision-making and processes.\nExplore opportunities to incorporate HIA and/or health in all policies in local government decision-making.\nReview the resources available to local government decision-makers and citizens that wish to include health consideration in community planning.

SUMMARY:Webinar: Reed v. Town of Gilbert: The Supreme Court's New Rules for Temporary -- and other -- Signs
DESCRIPTION:REGISTER\nThis webcast will discuss what local governments need to do to ensure that their sign codes comply with the U.S. Supreme Court’s June 2015 decision in Reed v. Town of Gilbert. That decision established that any sign regulation that “on its face” requires a consideration of a sign’s content to determine how that sign will be regulated is “content-based” and subject to “strict scrutiny.” Many\, if not most\, sign codes contain such distinctions in the regulation of temporary signs; for example\, by treating “real estate” signs differently than “political” signs. After Reed\, such distinctions will be upheld only if local government can prove they serve a “compelling governmental interest” and are “narrowly-tailored” to achieve that interest. This session will provide guidance on: (1) when and how to replace content-based sign regulations with effective content-neutral sign regulations and (2) which content-based regulations should be retained and how to defend them if challenged. This session will also examine the recently completed study\, Best Practices When Regulating Temporary Signs\, by Wendy Moeller AICP.

DESCRIPTION:Building Capacity to Advance Healthier Decisions.  An inaugural workshop by the New Jersey Health Impact Collaborative\, facilitated by Rutgers University.\nThe New Jersey Health Impact Collaborative (NJHIC)\, a collaboration of Rutgers University’s Edward J. Bloustein School of Planning and Public Policy and Rutgers Biomedical and Health Sciences (RBHS)\, is hosting a statewide conference on Health Impact Assessment (HIA) on May 7\, 2015 at the Cook Campus Center at Rutgers University.  \nThe conference\, Health Impact Assessment in New Jersey: Building Capacity to Advance Healthier Decisions\, is designed to provide participants with an introduction to the practice of Health Impact Assessment (HIA). The conference will increase awareness about how HIA can be used in New Jersey to identify potential health outcomes of decisions such as state and local policies\, community design\, development and infrastructure investment\, and economic development. \nLeading HIA experts from outside New Jersey as well as practitioners from within New Jersey will participate in the conference as part of NJHIC’s ongoing efforts to increase the use of high quality HIAs to improve health outcomes of decision-making in New Jersey.  \nDr. Richard J Jackson\, MD MPH\, a professor at UCLA’s Fielding School of Public Health and an international leader on healthy communities\, will discuss the influence of social factors on health in the morning keynote. A pediatrician\, he has served in many leadership positions in both environmental health and infectious disease with the California Health Department\, including the highest as the State Health Officer.  \nLocal government volunteers and professional staff (public health\, planners\, environmental commissions\, engineers); state and local agency staff that oversee decisions affecting the physical and built environment; consulting planners\, architects and engineers; state\, municipal and county elected officials; and business leaders are encouraged to attend this important event. SUMMARY:NJRA RTI: Comprehensive Real Estate Development Class & Tour - Trenton (Hospital Repurposed Redevelopment Project)
DESCRIPTION:Using a case study approach\, participants will learn the fundamentals of real estate development using actual development projects as a “backdrop” to the concepts\, applications and discussion about redevelopment. Leading community-based real estate developers will present case studies on some of their latest “crown jewels\,” highlighting their actual problems\, challenges and opportunities encountered with their development projects. Participants will have the opportunity to tour the development site and examine the overall structure of the development project\, focusing on the analyses behind the development and investment strategy employed. \nThe two-day course will provide participants with an insider’s look on how the project was conceptualized and developed. For each location\, consideration will be given to property and site analysis\, market conditions\, municipal approvals\, acquisition strategy\, construction or renovation costs\, economic viability\, and community and governmental relations. \nParticipants will be responsible for analyzing the project based on facts and opinions presented by the developer\, as well as evaluating the merits of a set of different alternatives. Participants can expect to learn new concepts\, funding programs\, development and leasing strategies\, contract negotiations and other aspects of redevelopment. Practical\, contemporary discussions on neighborhood characteristics\, demographics\, property acquisition\, municipal and redevelopment law\, community relationships\, politics and more will be discussed. Participants will also learn basic finance concepts and terminology such as net operating income (NOI)\, debt coverage ratio (DCR)\, and return on investment (ROI)\, and construct basic development budgets and operating pro formas to assess the economic viability of the projects. \nThis interdisciplinary case study approach will place each participant in an actual business environment\, by examining real situations and development projects. The course will be facilitated and taught by experienced real estate developers\, while the NJRA Redevelopment Training Institute Real Estate Development textbook will serve as a tool to supplement the lectures and discussions.
