DESCRIPTION:REGISTER NOW\nComing up with reasonable and enforceable sign codes can often be a complex and controversial process. With so many community stakeholders caring about sign codes\, it is important to get the most accurate\, up-to-date information and expertise as possible. The seminar will present modules that educate on the technology within signs\, sign code issues\, understanding electronic message centers\, and the importance of signs to business. In light of the new challenges imposed by the recent Supreme Court Reed ruling\, attendees will be presented with important interim and permanent policy changes to bring municipal ordinances into compliance with the Court’s new precedents. Local planners will present on the development and implementation of the Montgomery County Model Sign Ordinance. Attendees also will learn the latest technologies\, controls\, impacts and regulatory issues involved with on-premise signs. They will learn how sign construction and design is affected by building and electric codes\, as well as energy efficiency and lighting science concerns. Attendees will be instructed in the technologies involved in electronic message centers and ways to control their use. Attendees will understand the impacts of well-designed signage on local small business. Finally\, participants will be provided with resources available in model on-premise sign codes.

DESCRIPTION:REGISTER NOW\nNew Jersey\, with its 566 municipalities and multiple layers of government has a complex regulatory system.  Developers find navigating this process time consuming and costly.  Local officials on the other hand want to have a level of assurance that the project they are approving will meet their needs and specifications.  This Policy Briefing is two-fold and will explore both multiple layers of government regulations and MLUL requirements for preliminary approval process.  Experts in the field will consider the merits of existing regulations and whether or not there are viable alternatives.\n \nThe first of two panels will discuss overlapping regulatory oversight.  Do these multiple layers result in better outcomes or is there a way to consolidate similar requirements\, while insuring that important environmental resources are protected?  \n \nDave Fisher will kick off part two of the morning with an overview of proposed amendments to the MLUL to revise the preliminary permitting process.  A panel representing different perspectives will respond to the proposed legislation.

SUMMARY:LEED – Neighborhood Development (LEED-ND) Workshop
DESCRIPTION:REGISTER NOW\nLEED for Neighborhood Development (LEED-ND) is the only rating system for sustainable neighborhoods and is the result of a unique collaboration of three highly respected organizations: Natural Resources Defence Council\, Congress for the New Urbanism and USGBC. This half day program will walk through the prerequisites and credits of LEED-ND using two New Jersey LEED-ND Gold certified neighborhoods: Lincoln Park Coast Cultural District and Teacher’s Village\, both located in Newark. Applications of LEED-ND to redevelopment will also be presented\, using a suburban case study in Roselle and an urban case study in Hoboken. SUMMARY:Webinar: Reed v. Town of Gilbert: The Supreme Court's New Rules for Temporary -- and other -- Signs
DESCRIPTION:REGISTER\nThis webcast will discuss what local governments need to do to ensure that their sign codes comply with the U.S. Supreme Court’s June 2015 decision in Reed v. Town of Gilbert. That decision established that any sign regulation that “on its face” requires a consideration of a sign’s content to determine how that sign will be regulated is “content-based” and subject to “strict scrutiny.” Many\, if not most\, sign codes contain such distinctions in the regulation of temporary signs; for example\, by treating “real estate” signs differently than “political” signs. After Reed\, such distinctions will be upheld only if local government can prove they serve a “compelling governmental interest” and are “narrowly-tailored” to achieve that interest. This session will provide guidance on: (1) when and how to replace content-based sign regulations with effective content-neutral sign regulations and (2) which content-based regulations should be retained and how to defend them if challenged. This session will also examine the recently completed study\, Best Practices When Regulating Temporary Signs\, by Wendy Moeller AICP.
