DESCRIPTION:This session will be a forum in which experiences in building more unified and integrated communities are shared and participants are given an opportunity for questions\, comments and feedback. \nThis forum contains two sections – a presentation and a panel discussion – on the tools and strategies that are most promising to respond to the problem of communities being perhaps diverse but still not integrated. It has been documented through numerous national studies that even within diverse jurisdictions housing\, schools and civic realms remain largely separated by race\, ethnicity and/or socioeconomics. This reality is both inequitable and costly (and no longer just a burden on some groups – it harms us all). OPEN has worked for over 40 years developing practical local solutions and we’d like to share our approach to tackling this issue\, describe a theoretical model and present case studies of integrated successes. SUMMARY:Looking Back to See Forward: Viable Land Use Policies for the 'New Normal' (CM | 2.0)
DESCRIPTION:Join ULI-NNJ and economist Claude Gruen\, the author of New Urban Development: Looking Back to See Forward\, recently published by Rutgers University Press\, for a luncheon discussion of the unintended economic consequences of land use regulatory and zoning constraints on housing production. \nIn New Urban Development\, Mr. Gruen makes the connection between the artificial restrictions on housing supply\, imposed by local zoning ordinances since the 1970s\, and the resultant escalation of housing prices that eventually led to the mortgage crisis and financial meltdown of 2007. In New Urban Development\, he reviews what history and the new economic realities suggest about the changes needed to land use law and regulation at the federal\, state\, and most importantly\, local level\, and concludes with a comprehensive proposal of thirteen discrete new policies for the “New Normal.” These recommendations include planning and zoning for development above that likely to be required by demand growth\, mandating minimum densities in urban areas\, changes to affordable housing policy to take the burden of low- and moderate-income housing off of the backs of market-rate housing developers\, and the creation of a private alternative to public urban redevelopment. \nULI-NNJ invites you to think outside the box— the policy recommendations contained in New Urban Redevelopment may seem radical at first\, but\, in the words of President Obama’s former chief of staff\, “A crisis is too good an opportunity to miss.” Mr. Gruen’s presentation will be followed by a response panel of New Jersey’s top land use legal practitioners and planners. DESCRIPTION:Managing a Supply Chain on a Shoestring Budget \nThe Community FoodBank of New Jersey’s 280\,000 square foot facility in Hillside\, NJ distributes 3 million pounds of food a month. Using their fleet of 19 trucks\, the FoodBank picks up from major supporters\, including Shoprite\, as well as organized food drives and federal programs. SUMMARY:New Urbanism and Communities of Color (CM | 2.0)
DESCRIPTION:New Urbanism has gained considerable acceptance in the last 20 years\, it remains controversial in a number of circles. Many critics believe that\, while the New Urbanism contains many attractive ideas\, it has not been able to effectively deal with a wide range of issues associated with inner-city communities and metropolitan growth that simply did not exist in the early twentieth century when it’s planning and design predecessors were being implemented. This workshop will address these concerns as well as carefully look into the principles of New Urbanism and its application in urban settings while taking a retrospective approach to developing a clearer understanding of urban settlement patterns in communities of color\, identifying typologies of traditional neighborhood design\, and explore place-determinants to help further develop a knowledge-base of meaningful precedents. This in turn\, can be applied to the development of future self-sustaining and livable communities. \nThe intent of this workshop will be to convey a thoughtful and selective awareness of New Urbanism principles and traditions with the effort to assist the contemporary community planner in deriving relevant strategies for the desired New Urbanism as it should more effectively respond to the social\, economic and physical needs of inner-city communities. \n  \n

SUMMARY:2011 Complete Streets Workshop (Sussex\, Warren\, Morris Counties) (CM | 2.5)
DESCRIPTION:A Complete Streets Workshop\, focused on providing municipal and county officials with information on planning for Complete Streets in both suburban and rural areas.  \nThe event is being sponsored by the County of Sussex\, and in cooperation with Morris and Warren Counties\, the NJDOT and the Sussex County YMCA.  \nThe Complete Streets Workshop will feature presenters from NJDOT\, from Michael Baker Jr.\, The RBA Group\, and will also include two transportation attorneys who will address liability concerns with respect to Counties and municipalities.  \nThe workshop will also include case studies from a County and municipal perspective demonstrating that there is no singular design prescription for Complete Streets; each one is unique and responds to its community context. A complete street in a rural area will look quite different from a complete street in a highly urban area\, but both are designed to balance safety and convenience for everyone using the road.  \nRegistration is limited to the first 100 registrants. Deadline for registration is March 15. The $10 fee\, which includes a “box supper” and handouts. DESCRIPTION:In the summer of 2010\, the South Dakota Supreme Court unanimously upheld a circuit court appeal of a special assessment levied by the City of Pierre to replace curb and gutter. The Supreme Court decision confirming a “taking” had occurred ended a long process which began with a special assessment notice to the affected citizens in the December of 2007. The presentation will focus on balancing the special assessment fee with the “special benefits” that must be received by the assessees to avoid a “takings.” The presentation will also discuss community organizing\, preparation to become a witness\, and the AICP Code of Ethics. The presenter was a witness\, an assessee and petitioner in the case\, a community organizer\, and assisted in preparing the legal briefs.
