DESCRIPTION:This webinar will parse the fundamental components of real estate finance so that participants will better understand the financial pro formas that real estate developers present to planners and economic developers when seeking public approvals for projects. Three finance exercises involving realistic real estate developments will then be conducted. The first will demonstrate a simple project involving equity and debt but that does not involve public participation. The second will be a project that requires a public-private partnership and the consequent effects on the finances of both parties. DESCRIPTION:The Delaware Valley Regional Planning Commission(DVRPC)is hosting a meeting on Wednesday\, June 8\, 2011 at the Moorestown Community House\, Moorestown\, NJ. A light dinner will be served at 6 PM and the evening’s program will begin at 6:45 PM. \nThis meeting is part of a series of listening sessions held around the region. The goal of the meeting is to reach residents\, businesses\, municipalities\, organizations\, and other stakeholders in the region to inform them about DVRPC and public participation opportunities. \nPatricia Elkis\, Associate Director\, DVRPC Comprehensive Planning Unit\, and Michael Boyer\, DVRPC Manager of Long-Range Planning will present Making the Connection: Long-Range Planning and Economic Development\, which highlights various topics\, recommendations\, and initiatives undertaken by the Commission. Ms. Elkis will also present a recently completed study: The Economic Value of Protected Open Space. The study uses research to quantify the economic value of parks\, preserved farms\, and natural areas in terms of property value\, ecosystem services\, direct use and health benefits\, and economic activity. While the study is Pennsylvania-focused\, the findings have a larger impact by illustrating to all communities the value of open space in the region. DESCRIPTION:New Jersey has many assets – an educated and skilled workforce; a high quality of life; the country’s 2nd largest port; one of the nation’s busiest airports; prestigious educational institutions and corporate headquarters; one of the nation’s largest office markets\, the third largest warehouse distribution center\, a powerful global pharmaceutical hub\, a major financial center\, location amid one of the world’s most prosperous mega regions; and excellent mass transit\, intercity\, and highway services. Despite these assets\, the state’s economy – as measured either by gross domestic product or employment — has been waning\, and showing no signs of gaining positive momentum. \nMany corporations are saying that they have no plans for expanding their presence in New Jersey; some are even considering relocation outside the state. DESCRIPTION:Speakers for this webinar will be from the U.S. EPA-Chesapeake Bay Office\, the State of Maryland Department of Planning\, and the Metropolitan Washington Council of Governments.  Cleanup efforts have been underway since the early 1980s through a partnership between the states of Delaware\, Maryland\, New York\, Pennsylvania\, Virginia\, and West Virginia\, the District of Columbia\, and the U.S. EPA.  Within the last two years\, to meet legal requirements\, the EPA has taken a stronger role in directing cleanup efforts with equal but full emphasis on non-point sources\, point sources\, and air quality. SUMMARY:NJRA RTI Workshop: Municipal Incentives for Redevelopment - Tax Abatement (CM | 7.0)
DESCRIPTION:Tax abatements can be a powerful tool for municipalities to attract investments and redevelopment to their communities. This workshop will discuss the constitutional statues that authorize the granting of short and long-term tax exemptions and the procedural process for granting tax abatements for residential and commercial projects including establishing the PILOT payment. In addition\, the workshop will provide an opportunity to participate in the discussion on the pros and cons\, and the costs and benefits\, of tax abatements from different perspectives. HMFA and DEP tax abatement programs will also be discussed. \nProviding long-term tax exemption is an important municipal incentive to attract development but the key question is when municipalities’ should decide to use it. We will discuss the factors to consider when deciding whether or not to use tax abatements. The session will also discuss specific provisions in the municipal ordinances\, valuable terms in financial agreements\, and tactical strategies to avoid the potential public nightmare associated with granting tax abatements. It has been documented through numerous national studies that even within diverse jurisdictions housing\, schools and civic realms remain largely separated by race\, ethnicity and/or socioeconomics. This reality is both inequitable and costly (and no longer just a burden on some groups – it harms us all). OPEN has worked for over 40 years developing practical local solutions and we’d like to share our approach to tackling this issue\, describe a theoretical model and present case studies of integrated successes. SUMMARY:Looking Back to See Forward: Viable Land Use Policies for the 'New Normal' (CM | 2.0)
DESCRIPTION:Join ULI-NNJ and economist Claude Gruen\, the author of New Urban Development: Looking Back to See Forward\, recently published by Rutgers University Press\, for a luncheon discussion of the unintended economic consequences of land use regulatory and zoning constraints on housing production. \nIn New Urban Development\, Mr. Gruen makes the connection between the artificial restrictions on housing supply\, imposed by local zoning ordinances since the 1970s\, and the resultant escalation of housing prices that eventually led to the mortgage crisis and financial meltdown of 2007. In New Urban Development\, he reviews what history and the new economic realities suggest about the changes needed to land use law and regulation at the federal\, state\, and most importantly\, local level\, and concludes with a comprehensive proposal of thirteen discrete new policies for the “New Normal.” These recommendations include planning and zoning for development above that likely to be required by demand growth\, mandating minimum densities in urban areas\, changes to affordable housing policy to take the burden of low- and moderate-income housing off of the backs of market-rate housing developers\, and the creation of a private alternative to public urban redevelopment. \nULI-NNJ invites you to think outside the box— the policy recommendations contained in New Urban Redevelopment may seem radical at first\, but\, in the words of President Obama’s former chief of staff\, “A crisis is too good an opportunity to miss.” Mr. Gruen’s presentation will be followed by a response panel of New Jersey’s top land use legal practitioners and planners. Case studies are used to demonstrate the successes and pitfalls of redevelopment planning. Additionally\, students work with a fictitious municipality throughout the duration of the course demonstrating how the concepts are actually applied. Students taking this course can receive 20 Certification Maintenance (CM) or Law credits offered through the American Institute of Certified Planners. Some towns in New Jersey have established Market-to-Affordable programs that allow the municipality to purchase underpriced units\, buy down the price even further\, and turn them into affordable housing rental or for sale units. DESCRIPTION:Managing a Supply Chain on a Shoestring Budget \nThe Community FoodBank of New Jersey’s 280\,000 square foot facility in Hillside\, NJ distributes 3 million pounds of food a month. Using their fleet of 19 trucks\, the FoodBank picks up from major supporters\, including Shoprite\, as well as organized food drives and federal programs.
