Since implementing the BESS moratorium in January 2024, the Department of Resource Management has engaged extensively with stakeholders to create comprehensive regulations for BESS projects in unincorporated Solano County. This effort has been guided by the BESS Technical Working Group, which includes local first responders, industry specialists, and community members, along with consultations from national safety agencies and other jurisdictions experienced with BESS.

Simplifying complex information is no easy feat, but during this Upskilling series, planners will learn and practice implementing tested strategies for parsing the most important messages and tailoring content to the recipient.
