Courtenay Mercer, PP, AICP

Courtenay is the Principal of Mercer Planning Associates, which provides comprehensive planning services to public sector clients seeking to implement smart growth planning principles.

Prior to her current position, Courtenay served as the Director of Planning at the NJ Office of Smart Growth. She is one of the State’s few Transfer of Development Rights (TDR) experts, and has assisted many communities in their efforts to implement this smart growth tool. Courtenay has been asked to speak about TDR throughout NJ and the northeastern states, and is currently working on a comprehensive urban TDR project for Jersey City.

Her civic involvement includes Past-President of APA-NJ and Secretary-Treasurer of the APA Chapter Presidents Council. Courtenay is a Board of Trustee Member of the Metlar-Bodine House Museum in Piscataway Township, and Chair of the Schools Information Committee for a Jersey City community organization. She also formerly served on the State Agriculture Development Committee and the State TDR Bank Board, as well as chaired the Middlesex Borough Redevelopment Committee.

Courtenay is a NJ licensed Professional Planner and certified by the American Institute of Certified Planners (AICP). She has a Masters of City and Regional Planning from the Edward J. Bloustein School of Planning and Public Policy at Rutgers University. Courtenay lives in Jersey City with her husband and daughter.
