The Town of West New York is seeking an experienced individual to serve as the Town’s Planning and Zoning Coordinator/Board Secretary. Duties include managing all land use applications through the approval process. Qualified candidates will be responsible for establishing meeting agendas and keeping minutes of each meeting as well having the ability to improve the efficiencies of the planning and zoning approval process. Qualified candidates will be required to have a working knowledge of all of the duties and functions of a Planning and Zoning office. Subject to the Rules and Regulations of each board, the Secretary shall conduct all official correspondence, compile all required records, maintain and keep in order the necessary files and indices, and generally perform the coordination work of the Board. The Secretary shall attend all meetings of the Board, and, except as otherwise provided by statute and the Records Retention Schedule for Local Planning Boards and Zoning Board of Adjustment, shall have the care and custody of all digital files, records, documents, maps, plans and papers of the Board. The Secretary shall make a record of and keep on file the minutes of the proceedings at each meeting of the Board and shall enter therein, with the other proceedings, resolutions and orders as are adopted by the Board and a copy or synopsis of every report or other paper presented. The Secretary shall issue notices of regular, adjourned and special meetings and shall perform such other duties as usually pertain to the office of Secretary in addition to the requirements herein.
Under direction, the successful candidate will also perform a variety of municipal professional planning activities including: site plan and subdivision reviews, pre-submission/concept meetings with applicants, report writing, data collection, research, field studies, site investigations and public presentations; drafting of zoning ordinance amendments and other legislation, Master Plan updates, neighborhood planning studies, and preparation of maps, graphs and charts related to the functions of land use, transportation, housing, open space and general planning. Must possess knowledge of the Municipal Land Use Law (MLUL) and the New Jersey Local Redevelopment & Housing Law (LRHL); as well as knowledge of statutory deadlines for review of Board applications; and knowledge of the statutory notice requirements of zoning variances, “area of need of redevelopment” and/or “area in need of rehabilitation” hearings and redevelopment plans.
Position requires Bachelor’s Degree from an accredited college and at least one (1) year of experience in which the primary function of the position was urban or regional planning, architecture, engineering, or a related field. Master’s degree in Planning from an accredited college or university is highly desired. Preferred qualifications include professional experience with municipal planning and land use administration. Must possess the ability to work independently as well as with municipal boards, other municipal employees, and municipal officials. Must have excellent verbal and written communication skills. Must ultimately be able to perform meeting duties, including attendance, taking and preparation of minutes, and meeting set-up. Candidates must be available for all board sessions. Land Use Administrator Certification, and/or Planning Board of Adjustment Certification a plus. Perform related duties as required. Residents of West New York will receive preference. Bi-lingual English and Spanish is a plus.
