Lorissa Luciani, PP, AICP specializes in a variety of community planning and economic development initiatives, including the preparation of strategic plans, shared services studies and the administration of affordable housing. Her work also includes development finance, grant research, preparation of funding strategies and program/service implementation for a variety of clients including Municipal, County and State entities, as well as for-profit and non-profit organizations. Prior to her employment with Triad Associates, Lorissa was a Principal Planner with the New Jersey Office of Smart Growth (OSG) within the New Jersey Department of Community Affairs (NJDCA). Her work entailed land use policy that spanned the most urban areas of the State to the most rural. As a former Principal Planner, she has provided technical and planning assistance to over 300 communities in New Jersey within all 21 counties. She single-handedly and successfully managed the third round of the Cross-acceptance process for the State Development and Redevelopment Plan (State Plan). As a Principal Planner she specialized in a variety of issues, such as urban redevelopment, parking studies, Coastal Zone Management, affordable and workforce housing, and Transfer of Development Rights (TDR) programs. A 2005 graduate (B.A.) of the Edward J. Bloustein School of Planning and Public Policy, Lorissa is the currently Vice President of Conference Affairs for the American Planning Association – NJ Chapter, as well as the New Jersey Smart Growth Alliance.
